RECOMMENDATION
Staff recommends the City Council approve a contract with EXTTI, Inc to provide
professional employment law/investigative services related to confidential personnel
matters.
DISCUSSION
EXTTI, Inc is comprised of experienced labor attorneys and provides professional
services in the area of employment law including neutral workplace investigations,
training and expert witness testimony.
At the Federal, State, and Local levels, employment law often requires employers to
conduct impartial investigations into various subjects. From time to time, the
Personnel Department is in need of specialized investigative services to comply with
the requirements of law. Staff believes that it is appropriate to outsource this
function due to a variety of reasons, such as time efficiency, issue complexity, and
the impartial nature of a third party.
FISCAL ANALYSIS
The total cost to utilize the professional services of EXTTI, Inc is an amount not to
exceed $20,000.
There are funds available in the Personnel Department budget line item
10122100.610300 – Personnel Services to cover this expenditure.

MOTION
That the City Council:
1. Approve the contract with EXTTI, Inc for professional investigative
services for confidential personnel matters; and,
2. Authorize the City Attorney to prepare the proper documents and
authorize the City Manager to execute the Agreement on behalf of the
City.
