RECOMMENDATION:
Staff recommends that the City Council consider creation of the Ad Hoc
Subcommittee on Affordable Housing, provide a charge and target return date (if the
Ad Hoc Subcommittee is created) and appoint two Council Members to the Ad Hoc
Subcommittee.
BACKGROUND:
During a recent City Council meeting, the City Council directed staff to return with an
agenda item related to the creation of an Ad Hoc Subcommittee on Affordable
Housing for the City Council’s consideration.
DISCUSSION:
During the annual City Council reorganization held on April 27, 2009, the City
Council appointed Council Member Malsin and Council Member Silbiger to the Joint
City Council/Planning Commission Housing Element Subcommittee. While the
housing element issue is drawing to a close, the City Council may wish to appoint
these two Council Members to a newly formed Ad Hoc Subcommittee on Affordable
Housing.
As an Ad Hoc Subcommittee, the City Council may (and staff recommends) the City
Council provide the Subcommittee with an appropriate charge and set a time for the
Subcommittee’s recommendation to return to the City Council for consideration by

the full City Council. It is recommended that an Ad Hoc Subcommittee have a life
span of not more than one year.
FISCAL ANALYSIS:
Creation of a new Subcommittee will involve the allocation of staff and other
resources to assist the Subcommittee with preparing its recommendation to the City
Council. The cost of those resources is difficult to estimate at this time.

That the City Council:
1. Consider creation of the Ad Hoc Subcommittee on Affordable Housing;
and,
2. Consider the charge and target date for the Ad Hoc Subcommittee to
return to the City Council with its recommendations (if desired); and,
2. Create the Ad Hoc Subcommittee on Affordable Housing (if desired); and,
3. Appoint Council Member ____________________ and Council Member
____________________ to the Ad Hoc Subcommittee (if created); and,
4. Determine the charge of the Ad Hoc Subcommittee to be
_________________________ and the target date for the Ad Hoc
Subcommittee to return to the City Council with its recommendations to be
