RECOMMENDATION
Staff recommends the City Council approve a professional services agreement with Tripepi Smith and Associates to develop and implement a Public Communications Program for the Clean Water Parcel Tax on the November 8, 2016 Ballot in an amount not-to-exceed $25,000.
BACKGROUND/DISCUSSION
On July 25, 2016, the City Council adopted Resolution No. 2016-R075 to add the following question to be submitted to the voters at the November 8, 2016 Special Municipal Election:
Culver City Safe/Clean Water Protection Measure. To protect public health/groundwater supplies and prevent toxins and pollutants from contaminating local waterways, creeks and beaches, by improving storm drains/infrastructure to capture/clean urban runoff; preserving open space; and complying with clean water laws, shall Culver City establish a $99 clean water parcel tax; generating approximately $2,000,000 annually until ended by voters, requiring independent audits, public oversight, low-income senior citizens discounts and local control of funds?
Staff recommends the City Council consider retaining the services of Tripepi Smith and Associates to develop and implement a public communications program to inform and educate the community about the Clean Water Parcel Tax. Such services will include messaging, collateral material development, and other communications support to assist the City in conducting an effective public education program.
Tripepi Smith is a provider of marketing, technology, and public affairs consulting services, and the firm’s team members have a wide range of skills. The firm has experience with outreach campaigns, video production, content writing, messaging, graphics, technology infrastructure, and websites. Tripepi Smith has been working with the City in recent weeks on its Communications Assessment, and would begin its work on the Clean Water Parcel Tax immediately.
FISCAL ANALYSIS
The cost of services is an amount not to exceed $25,000. Adequate funding is available in the Adopted Budget for Fiscal Year 2016/2017.

MOTION
That the City Council:
1. Approve a professional services agreement with Tripepi Smith and Associates to develop and implement a Public Communications Program for the Clean Water Parcel Tax on the November 8, 2016 Ballot in an amount not-to-exceed $25,000;
2. Authorize the City Attorney to prepare the necessary documents; and
3. Authorize the City Manager to execute the documents on behalf of the City.
