RECOMMENDATION

 

Staff recommends the City Council (1) discuss and consider whether or not to conduct an interview process for applicants to Culver City Commissions, Committees, and Boards (CCBs); and (2) provide direction to the City Manager as deemed appropriate.

 

 

BACKGROUND:

 

At the Special City Council Meeting of March 22, 2016, Council Members discussed the application process for the City’s CCBs and whether or not to conduct interviews of potential candidates. There was consensus by the City Council to place this subject on an upcoming agenda for City Council consideration and to provide notice to applicants that interviews may be conducted.

 

 

DISCUSSION:

 

There are currently eleven CCBs for which 31 positions are available for appointment. Of those 31 upcoming positions, nine are vacant, one is being termed out and 21 are currently held by members who are completing a (partial of full) term and who are eligible to apply for reappointment for another term. For most of the bodies, terms end on June 30, 2016. However, several of the bodies have terms that end later in 2016.

 

The public notification/advertisement for available CCB positions encourages applicants to reach out to the City Council members via the Culver City website City Council webpage, which includes contact information and notes that the City Council may request a public interview process prior to consideration of applicants for appointment.

 

The current schedule for the Commission, Committee, and Board appointment process is as follows:

 

April 25 - May 26, 2016: Application Period

May 26, 2016: Applications sent to City Council Members

June 13, 2016: Tentative Council Meeting to Consider Applicants for Appointment

June 16, 2016: Brown Act /AB1234 (Ethics) training for New Appointees

 

Seats for a majority of the positions must be filled prior to July.  In addition, in order to provide appointees (particularly brand new members), with some training on the Brown Act prior to them taking their seats, there should be some lead time allowed for such training to occur, which is currently scheduled for June 16th

 

Should the City Council determine to conduct interviews as part of the Culver City CCB Application Process, staff requests the City Council provide direction on the format/process for conducting the interviews.
