BACKGROUND/DISC USSION :
On August 24, 2009, the City Council awarded
Engineering Inc. for the rehabilitation
following locations:
1. Sewer Main in Farragut Drive (Jasmine
Elenda Street (Washington Boulevard
2. Sewer Main in Easement between
• (Culver Boulevard to Ballona Creek),
3. Sewer Main in Easement between
(Jackson Avenue to the Ballona Creek),City of Culver City, California

4. Sewer Main in Tellefson Road (Cranks Road to Ranch Road) and Ranch
Road (Tellefson Road to Eveward Road), P-904.
These sewer mains had exhibited root intrusion, cracks, sags, protruding laterals,
and offset joints. Trenchless lining construction was used to minimize construction
impacts to existing improvements and the inconvenience to the public, especially for
those sewer mains located in the rear property easements.
Construction management and inspection services were provided by the consulting
firm Dudek, through a City Council approved professional services agreement. The
projects have been successfully completed in accordance with the plans and
specifications. The completed structural sewer-lining product has a 50-year design
life, the same as that of a new sewer pipe.
To take advantage of this quality contractor under contract and its competitive bid
prices, rehabilitation work on two additional sewer mains was added to the contract
through a change order at the following locations: 1) the sewer main and manhole
located in the Duquesne-Lafayette easement, and 2) the CCTV and point repairs on
the Jackson-Jasmine easement sewer from Farragut Avenue to Ballona Creek
Due to the successful project outcome, the City will continue to utilize trenchless
pipe lining processes to rehabilitate the aging and damaged sewer mains when
feasible.
FISCAL ANALYSIS:
The project is funded with Sewer Enterprise Funds. The original contract amount
was $988,842. Two change orders were issued for a total amount of $170,003 (the
City Council pre-authorized change order contingency was $197,000), resulting in a
final construction contract amount of $1,158,845. Design work was appropriated in
each individual project while construction work was funded through P-906, Sewer
Main Rehabilitation.
There are sufficient funds available to release the retention payment upon
expiration of the 35 day lien period.

2. Authorize the Director of Public Works/City Engineer to execute the Notice of
Completion and file it with the Los Angeles County Recorder's office: and,
3. Authorize the City Manager to release $115,885 in retention funds to Sancon
Engineering Inc. after the expiration of the 35-day lien period.
