RECOMMENDATION
Staff recommends the City Council consider the Los Angeles Bicycle Coalition’s request for an additional $10,000 Off-Cycle Special Events Grant for the Culver City Pride Ride and Rally slated for June 28, 2025 and, if desired, award such grant and appropriate the funding from the General Fund Unassigned Fund Balance (requires four-fifths vote).
BACKGROUND/DISCUSSION
On June 10, 2024, the City Council awarded the Los Angeles Bicycle Coalition a $10,000 grant for the production of the 2025 Culver City Pride Ride and Rally. The Culver City Pride event was established in 2021 to provide a safe space and community celebration for members of the LGBTQIA+. The event includes a ride component and a rally component.
Since the time of the original grant award, the City has increased services fees and safety requirements for the event production. On June 9, 2025, the event organizers for the Culver City Pride Ride and Rally requested an increase of $10,000 to augment their existing off-cycle special event grant for the 2024-2025 fiscal year. The total grant award would be for $20,000 to support the increased cost of the event.
FISCAL ANALYSIS
Culver City Pride is requesting an additional $10,000 over their existing $10,000 grant to offset the increased event fees. Below are the anticipated estimated costs:
If the Council wishes to grant the full request of $10,000, the amount would need to be appropriated from the Unassigned General Fund Balance (requires a four-fifths vote). There is a small amount of Unassigned General Fund Balance in Fiscal Year 2024-2025 that can support the additional $10,000 request. In Fiscal Year 2025-2026, there will no longer be any Unassigned General Fund Balance.

MOTION
That the City Council:
1. Consider the Los Angeles Bicycle Coalition’s request for an additional $10,000 off-cycle special events grant for the 2025 Culver City Pride Ride and Festival; and,
2. (If desired) Award the special events grant and appropriate $10,000 from the Unassigned General Fund Balance to increase the overall grant award to $20,000 (four-fifths vote requirement).
