RECOMMENDATION

 

Staff recommends that the Equity and Human Relations Advisory Committee (EHRAC) (1) receive a report from the Community Conversations Ad Hoc Subcommittee; (2) consider the recommendations from the City Council at the January 13, 2025, City Council Meeting (3) approve the report’s recommendations as deemed appropriate; and (4) determine next steps as deemed necessary.

 

 

BACKGROUND

 

EHRAC 2024-2025 Biannual Report and Workplan

 

At its April 23, 2024, Regular Meeting, EHRAC achieved consensus to approve the attached Public Events and Budget for the 2024-2025 Fiscal Year provided by the Public Events and Budget Ad Hoc Subcommittee. The events were as follows:

 

2024

                     July Committee meeting

                     September: Extended (perhaps three-hour) program on Race Relations

                     October: Committee meeting to include a Latino Heritage Month Speaker

                     November: Transgender Day of Remembrance program

 

2025

                     January: Committee meeting

                     February: Community Conversation

                     April: Committee meeting

                     May: Diversity Awareness Projects program to launch the projects publicly.

 

 

The request to amend EHRAC’s workplan to allow for a Courageous Conversation event earlier than February 2025 was agendized for the City Council meeting on January 13, 2025.

 

At the January 13, 2025, City Council meeting, the City Council provided direction to EHRAC to perform community outreach to market the event and to reach out to those who were interested in participating and taking part in the facilitation and facilitator selection process, and to ensure there are facilitators representative of all groups/perspectives. 

 

On January 15, 2025, the Community Conversations Ad Hoc members emailed three (3) community members that had expressed an interest in participating in the selection of facilitators, the event format, and vetting process. The email invited the community members to attend the January 28, 2025, EHRAC meeting to learn more about the Ad Hoc Subcommittee’s proposed facilitators and share their feedback regarding the Subcommittee report, and requested the community members share one to two  ideas for prompts that could be used at the proposed February 25, 2025, Community Conversation. To staff’s knowledge, one response was received, in which the community member shared further concerns regarding the event and declined to participate.

 

January 22, 2025, to bolster community outreach efforts, staff began will host a Community Convening meeting for community members who have expressed interest in taking part in the event planning and/or facilitator selection process.

 

 

DISCUSSION

 

EHRAC will discuss and consider the following:

 

1.                     The Community Conversation Ad Hoc Subcommittee’s report (Attachment 2);

2.                     City Council’s Direction/Expectations;

3.                     Expanded outreach efforts to involve the community members who have expressed an interest in the facilitator selection process;

4.                     Timeline of the upcoming event and how to incorporate feedback received from the Community Convening; and

5.                     Facilitator Support Team.

 

 

FISCAL ANALYSIS

 

Per the Ad Hoc Subcommittee Report, the approximate proposed costs are as follows:

                     $1100 for Facilitator 1;

                     $1100 for Facilitator 2;

                     $100 for light refreshments; and

                     $800 honorarium ($100 per each of the potential eight (8) Facilitator Support Team Members - EHRAC members excluded).
