RECOMMENDATION:
Staff recommends the City Council approve the final plans and specifications and
authorize advertising for bids for the Baldwin Avenue (Braddock Drive to Farragut
Drive) Street Improvement Project, P-428.
BACKGROUND/ DISCUSSION:
Baldwin Avenue between Braddock Drive and Farragut Drive requires reconstruction
due to the current condition of the concrete and asphalt infrastructure. This capital
improvement project proposes to reconstruct the curb, gutter, drive approach, and
asphalt surfaces. Also the project includes “rain gardens” for storm water and
irrigation run-off. The “rain gardens” are designed to intercept the initial run-off and
allow it to percolate through the soil. The purpose of the rain gardens is to intercept
some of the pollutants before they enter Ballona Creek. Four (4) rain gardens are
proposed in the west side and east side of Baldwin Avenue adjacent to the Farragut
Drive.
On July 20, 2011, a community meeting was held at City Hall where staff presented
the proposed street improvement project. Five (5) residents attended the meeting
and they all expressed support for the project. Staff also contacted the adjacent
residents of the proposed “rain gardens”. Two property owners expressed support
for the project and the other two were unreachable. Staff will continue to try to
contact the other two property owners (who do not live on the street) and obtain their
comments about the proposed locations of the “rain gardens”. City of Culver City, California

If approved by the City Council, the project is proposed to be advertised for
construction bids in August 2011. Construction is expected to commence in October
2011.
A complete set of plans and specifications is available for public review in the City
Clerk’s Office in City Hall.
