RECOMMENDATION:
Staff and the Parks and Recreation Commission recommend the City Council
authorize staff to submit an application for Proposition 40 Roberti-Z’Berg-Harris
(RZH) Block Grant Program funds in the amount of $59,100 for the Bill Botts Field
Lighting Project (P-869) and approve a Budget Amendment to authorize the
appropriation of $59,100 in RZH funds upon receipt of the fully executed grant
agreement.
A four-fifths vote is necessary to approve a budget amendment.
BACKGROUND:
On October 13, 2003, the City Council adopted Resolution No. 2003-R084
approving staff’s request to apply for grant funds from the Roberti-Z’berg-Harris
Block Grant Program under the California Clean Water, Clean Air, Safe
Neighborhood Parks, and Coastal Protection Act Of 2002 (Proposition 40). In March
2004, a fully executed contract in the amount of $107,908 was received by the City.
Although City Council previously considered using some of these funds toward the
construction of the Skate Park, the Bill Botts Field Lighting Project will be the first
project funded by the Proposition 40 RZH Block Grant.
To utilize these funds, applications must be submitted to the California Department
of Parks and Recreation Office of Grants and Local Services on a project-by-project
basis. The turn-around time from submission of the project application to the receipt
of the notice to proceed from the State is typically two months.

In September 2005, the City received notification from the State of California
Department of Parks and Recreation that the Bill Botts Field Lighting Project was
selected for funding from the 2002 Resources Bond Act - Youth Soccer and
Recreation Development Program. A fully executed contract was received in May
2006; a budget amendment to authorize the appropriation of these grant funds was
approved by the Council on July 24, 2006.
DISCUSSION:
The Bill Botts Field Lighting Project (P-869) proposes to install six (6) 80-foot high
light poles with luminaries (with light glare shields) at the main ball field in Culver
City Park, 9910 Jefferson Boulevard. The purpose of the project is to increase
opportunities for outdoor recreation in Culver City by extending the number of hours
available for field sports at this location. Currently, groups using Bill Botts Field are
Babe Ruth Baseball, American Youth Soccer Organization (AYSO) and Culver City
High School baseball teams.
The California Environmental Quality Act (CEQA) requirements for the project were
fulfilled during 2007. However, due to the fact that the upper area of Culver City
Park was formerly an inert landfill (Hetzler Dump: 1930-1960), staff had concerns
that any light poles installed might be subject to shifting and settling due to unstable
soil conditions. The project Geotechnical Engineer has recommended that special
footings (i.e., concrete mat foundations) be installed in order to give the light
standards added stability. This development, along with the fact that the preparation
of Civil Engineering plans was not included in the initial cost estimate, has
necessitated $59,100 in additional funding for the project. As the “development of a
park or recreational facility that meets an identifiable recreation need” is an eligible
project under Roberti-Z’Berg-Harris Block Grant Program guidelines, staff
recommends that the Council authorize staff to submit an application for Proposition
40 Roberti-Z’Berg-Harris (RZH) Block Grant Program funds in the amount of
$59,100 for the Bill Botts Field Lighting Project (P-869).
On May 6, 2008 staff’s recommendation on this issue was considered by the Parks
and Recreation Commission. The Commission took action to recommend that City
Council authorize staff to submit an application for Proposition 40 RZH Block Grant
Program funds in the amount of $59,100 for the Bill Botts Field Lighting Project
(moved by Vice Chair Shapiro; seconded by Commissioner Deen; passed
unanimously). An excerpt of the draft minutes of the May 6, 2008 is provided as

If submittal of the RZH grant application is authorized at this evening’s meeting, then
staff will be requesting the City Council approve a budget amendment to add the
$59,100 in grant revenue to a newly designated revenue account in Capital Grants
Account 42300869 (Bill Botts Field Lighting Project) and appropriate $59,100 to
42300869.730100 (Improvements Other Than Buildings) upon receipt of the fully
executed grant agreement from the California Department of Parks and Recreation
Office of Grants and Local Services (OGALS).
A four-fifths vote is necessary to approve a budget amendment.
The State of California allocated the City of Culver City $388,000 in Proposition 12
Per Capita funds and $124,618 in RZH Block Grant funds. Subsequently, the City
was allocated $220,000 in Proposition 40 Per Capita funds and $107,908 in RZH
funds. All of the Proposition 12 funds and $202,078 in Proposition 40 Per Capita
funds have been expended on various parks-related capital improvement projects,
leaving $17,922 in Proposition 40 Per Capita funds. If staff is authorized to submit
the RZH application in the amount of $59,100 for the Bill Botts Field Lighting Project
and if it is approved by OGALS, the City will have $48,808 in Proposition 40 RZH
funds remaining. Therefore, the City will have a total of $66,730 ($17,922 Per
Capita + $48,808 RZH) remaining in Proposition 40 funds for use toward another
capital improvement project as determined by Council.

Discussion of a Recommendation to the City Council to Authorize the
Submission of an Application for Proposition 40 Roberti-Z'Berg-
Harris (RZH) Program Block Grant Funds in the Amount of $59,100 for
the Bill Botts Field Lighting Project (P-869) and Consideration of
Making a Recommendation to the City Council that staff be authorized
to submit an application for Proposition 40 RZH Block Grant.
Public Comment:
Eric Goodrich, president of the Culver City Babe Ruth League,
thanked the Commission for taking the lighting of the field under
consideration, as more lighting will allow for longer play time,
particularly in the winter months when the days are much shorter.
Staff Report:
Patti Mooney, Senior Management Analyst provided the staff report
detailing background and fiscal analysis of the RZH Grant.Discussion:
Commissioner Shapiro brought up the possibility of ground shifts and
inquired about the stability of the light poles, considering that
this field is part of a former landfill. Sammy Romo, Engineer with
the Public Works Department, explained that most the settlement on
the lower field has already occurred and that the poles would be
attached to adjustable plates in case of land shift.
Commissioner Daly Redholtz asked for clarification on the
Proposition A Funds, citing a discrepancy in the figures and
inquired about the deadlines regarding grant applications and when
funds must be spent. Patti Mooney explained there was a savings on
funds used on the skateboard park; also, Ms. Mooney reported that
this item is now scheduled to go to Council on June 9 th , and both
Proposition A Funds and the RZH Grant do not expire until 2011.
Chair Cooper inquired as to the basis for the geotechnical
engineer's report, as well as whether the plates would allow for
both vertical and horizontal movement in the case of ground
shifting. Sammy Romo reported that the geotechnical engineer did
the report specifically for this project in 1999, and made a field
site visit 2 months ago; additionally, he clarified that the plates
allow primarily for vertical movement.
MOTION TO RECOMMEND THAT THE CITY COUNCIL AUTHORIZE STAFF TO SUBMIT
