Nachbar (11/03/10) RECOMMENDATION: Staff recommends that the City Council: (1) accept the work performed by National Demolition Contractors for the Lindberg Park Hut Demolition Project, P-731; (2) authorize filing a Notice of Completion; and (3) authorize the release of the retention funds in the amount of $1,580.00 after the expiration of the 35-day lien period. BACKGROUND: On March 23, 2009, the City Council awarded a construction contract to National Demolition Contractors in the amount of $13,800 along with a $2,070 change order authority provided to the Public Works Director/City Engineer. The scope of work consisted of hazardous material abatement and demolition of a building located at 5041 Rhoda Way that once served as a youth sport storage facility. The building was closed by the Risk Management Division more than five (5) years ago due to its poor condition and the presence of asbestos and lead paint. As part of the project and prior to the demolition of the building, the asbestos and lead paint were abated utilizing procedures required by law. DISCUSSION: Following award, the work on the project was postponed due to various contractor delays and staff workload on priority, time-sensitive federal ARRA (stimulus bill) projects. In May 2010, National Demolition Constructors successfully completed the work. The construction management was performed by staff with the design and City of Culver City, California Agenda Item Report environmental abatement inspection provided by U E Environmental through a separate contract. A final hazardous materials abatement report for the project was prepared and submitted to the City by U E Environmental. A change order in the amount of $2,000 was approved for additional concrete removal beyond the initial scope of work. The additional concrete was discovered upon excavation of the existing concrete foundation slab. MOTIONS: 1. Accept the work performed by National Demolition Contractors for the Lindberg Park Hut Demolition Project, P-731; and, 2. Authorize the Public Works Director/City Engineer to execute the Notice of Completion and submit it to the Los Angeles County Recorder’s Office; and, 3. Authorize the City Manager to release $1,580.00 in retention funds to National Demolition Contractors after the expiration of the 35-day lien period.
