RECOMMENDATION
Staff recommends that the Cultural Affairs Commission (“CAC”) consider the information provided, together with the recommendation of the CAC Public Art Subcommittee, and approve Andrew Antonaccio’s art concept for a new mural toward fulfillment of Culver City’s Art in Public Places Program (“APPP”) requirement for a new development project located 11924 Washington Blvd. (Haven).
BACKGROUND
Cityview is the developer (Applicant) of the property located at 11924 Washington Blvd., a mixed-use residential project now branded as “Haven”. The project includes 97 residential units and 13,000 sq. ft. of ground floor retail; it is located on the southeast corner of the intersection of Washington and Inglewood Blvds.
Pursuant to CCMC Section 15.06.120, new commercial development projects with a building valuation of $500,000 or more are subject to the City’s Art in Public Places Program (APPP) requirement. The minimum 1% APPP allocation that Cityview is required to fulfill is $310,263. This amount is based on the 1% APPP allocation associated with four Building Permits (B17-0268, B17-0154, B19-0020, and B19-0940) issued to Cityview since October 2017.
DISCUSSION
The Applicant has chosen to work with LeBasse Projects as their art consultant. LeBasse Projects is responsible for coordinating artist selection, concept development, as well as fabrication and installation of the art. A goal of this art commission is to pay homage to the diversity of Culver City as well as welcome visitors and residents to the property. The permanent art concept has two components: a mural on the Inglewood Blvd. elevation of the new building and an entry canopy on Washington Blvd. The entry canopy concept will be brought forward to the CAC for consideration at a later date once some final structural details have been resolved. A conceptual rendering of the entry canopy is included in the attachment for reference since the canopy and mural were conceived as two parts of a single art concept titled, Dawn.
LeBasse Projects began the artist selection process with the goal of identifying internationally and nationally recognized multi-disciplinary artists. Twelve artists were short-listed for consideration by Cityview from which three finalists were selected: Maya Hayuk, Meghan Mosholder and Andrew Antonaccio. Included among the finalists were artists of color and female artists. The Applicant, together with the project architects and designers, unanimously selected Miami-based Puerto Rican artist Andrew Antonaccio (known as 2Alas) who is known for his playful use of archival material, line and geometry. The project at Haven will be 2Alas’s first permanent public art commission in Los Angeles County and allows him to realize his vision in both a 2-dimensional and 3-dimensional format at the site.
More information on the artist’s background is included in the attachment as is his artistic statement for the Haven project. Both the entry canopy and the mural are intended to work in tandem with one another but can stand alone as separate artworks. Based on input from staff and the CAC Public Art Subcommittee (Vice Chair Pali and Commissioner Williams), the representative image of a member of the Latinx community will be incorporated into the entry canopy and the flowing foliage composition is better suited to the mural on the Inglewood Blvd. elevation given the window and balcony openings that punctuate the wall’s surface. The mural will be created using a high quality exterior latex paint finished with a protective coating; it will measure approximately 50’ high x 45’ wide.
The CAC Public Art subcommittee met with the Applicant, LeBasse Projects and Andrew Antonaccio several times since August 26, 2019. The subcommittee supports the concept for Dawn by 2Alas as meeting the City’s APPP requirements as included in CCMC Section 15.06.135.
The proposed project budget currently totals $343,592 of which the majority is dedicated to fabrication of the entry canopy on Washington Blvd. Any amount from the 1% allocation not invested in art shall be paid to the Cultural Trust Fund prior to considering the APPP requirement fulfilled. Additionally, the CCMC requires that a covenant for the artwork be executed and recorded with the Los Angeles County Recorder and a plaque be installed at the site describing the artwork.
Because the Haven project is near completion, the Applicant has requested that they move forward with CAC consideration of the mural and that review of the canopy concept take place in early in 2020 once the CAC Public Art Subcommittee and staff have had a final presentation of proposal canopy materials and siting along Washington Blvd.
FISCAL ANALYSIS
The cost for design, fabrication and installation for this project is borne entirely by the Applicant. The responsibility and cost for future maintenance and restoration of the artwork is the responsibility of the property owner pursuant to Section 15.06.150 of the CCMC. There are, however, City staff costs associated with project coordination, preparation of a covenant, other documentation and outreach materials.
