City of Culver City, California City Council Agenda Item Report RECOMMENDATION: Staff recommends the City Council approve an amendment to an existing agreement with St. Joseph Center for the provision of homeless outreach, supportive service and data collection in an amount not-to-exceed $7,833 for the period of July 1, 2008 through August 31, 2008. BACKGROUND: On July 26, 2004 the City Council adopted short-term and long-term goals for a comprehensive strategy to address homelessness in Culver City, including, but not limited to, joining the Westside Shelter and Hunger Coalition; forming a Citizens Homelessness Ad Hoc Committee consisting of residents and members of the business community to advise the City Council on additional strategies to address homelessness in Culver City; soliciting and securing an organization to provide homeless outreach, supportive services linkages, as well as data collection regarding the City’s homeless population; and conducting a homeless study in collaboration with the Los Angeles Homeless Services Authority (LAHSA). Through the Request for Proposals (RFP) process in FY 2004/05, St. Joseph Center was selected to conduct homeless outreach, supportive service, and data collection. Fulwood (06/18/08) City of Culver City, California City Council Agenda Item Report On June 6, 2005 the City Council approved entering into a contract for FY 2005/06 with St. Joseph Center for $40,000 for a one year period. On July 10, 2006 the City Council approved extending the contract for FY 2006/07 with St. Joseph Center for $42,000 for a one year period. On July 16, 2007 the City Council approved extending the contract for FY 2007/08 with St. Joseph Center for $47,000 for a one year period for the provision of homeless assistance, outreach, data collection and case management services to be in effect from July 1, 2006 through June 30, 2007. (Attachment 1 - Contract No. 2005-125A2). The current Request for Proposals will close on June 26, 2008 and be awarded in late July or early August and commence September 2008. DISCUSSION: St. Joseph Center has been providing a wide array of social services to low-income and homeless men, women and children on the Westside of Los Angeles County since 1976. Their programs include a family center, food assistance, child care, job training, money management services and housing placement. They have an extensive matrix of supportive services which support a homeless person in all stages of their progress toward self-sufficiency. In addition, St. Joseph Center has managed a Homeless Service Center since 1981 and has fielded a Dual Diagnosis Outreach Team since 1996 and a Homeless Senior Outreach Team since 1997. St. Joseph Center has a strong understanding of Culver City and its community. The Center’s Outreach Teams have been operating in Culver City for eight (8) years in an informal manner and the last two years under contract with the City of Culver City. They are familiar with the general location and characteristics of Culver City’s homeless population as well as the concerns of the business owners, City staff, residents and other social service providers. Through their years of providing homeless outreach to Culver City, St. Joseph Center has established relationships with business owners, the Police Department and the homeless population. If a two month extension to Contract No. 2005-125A2 is approved, St. Joseph Center’s will continue to provide outreach, assessment, supportive service, casement management and data collection for homeless persons residing in the City of Culver City during the period July and August 2008. The level of services provided will be a pro-rated portion of those service levels previously approved by the City Council. FISCAL ANALYSIS: City of Culver City, California City Council Agenda Item Report If an extension is approved, costs to be expended during July and August 2008 would total $7,833 (Attachment 2). These funds would be drawn from the FY 2008/09 budget (account number 10134100.619800 - Senior and Social Services Division – Other Contractual Services), as approved and set aside for this purpose. JOSEPH CENTER FOR: HOMELESS ASSISTANCE, OUTREACH, DATA COLLECTION, AND CASE MANAGEMENT SERVICES This Second Amendment to Standard Form Contract is made and entered into by and between the CITY OF CULVER CITY, a municipal corporation, hereinafter referred to as "City," and ST. JOSEPH CENTER, a California non-profit organization, hereinafter referred to as "Consultant." WHEREAS, on July 1, 2005, the parties entered into a contract for homeless assistance, outreach, data collection, and case management services (the "Agreement"); and amended the Agreement on July 1, 2006 (the "First Amendment"), to extend the term of the Agreement, change the Scope of Services and increase the amount of compensation (hereinafter, the Agreement and the First Amendment are collectively referred to as the "Amended Agreement"); and WHEREAS, the parties desire to modify and amend certain provisions of the Amended Agreement; and WHEREAS, at its meeting of July 16, 2007, the City Council authorized this Second Amendment to the Amended Agreement. JOSEPH CENTER FOR: HOMELESS ASSISTANCE, OUTREACH, DATA COLLECTION, AND CASE MANAGEMENT SERVICES SCOPE OF SERVICES Consultant shall perform the following: • Continue to contact selected City employees, business owners, police and social service providers in order to further map known areas of homeless encampment and activity. • Continue cooperative relationships with police (City's and City of Los Angeles') and other social service providers and establish open communication with business owners and residents. • Through a field outreach team, provide outreach to no less than 5 and up to 10 newly encountered homeless persons within City's jurisdictional boundary in an effort to establish rapport and allow for ongoing relationships • On an annual basis, collect base line data on at least 75% of the homeless individuals who have been contacted through outreach. This data will include identifying information (coded for confidentiality) including gender and perceived racial/ethnic information and may include (when individuals are willing to report) age, family status, amount of time homeless, veteran status, income source and amount and disability(s). • Provide ongoing case management to no less than 25 and up to 40 homeless in the field in City or at St Joseph Center's Homeless Service Center. Assist clients in the development and/or reassessment of their case management plan that identifies barriers to stability. Monitor and provide resources to support plan. • Provide mental health and/or substance abuse assessments and appropriate referrals to treatment to 5 homeless individuals. • Provide ongoing support to 10 homeless clients so that they will maintain mental health and/or substance abuse treatment. • Assist 10 clients to obtain or maintain permanent housing.
