RECOMMENDATION
Staff recommends the City Council 1) approve the revised classification specification
for Senior Sanitation Supervisor (Solid Waste & Recycling Operations Supervisor);
and 2) adopt a resolution revising the classification and salary plan to include the
position of Solid Waste & Recycling Operations Supervisor and rescinding resolution
No 2008-R010.
BACKGROUND
During the 2007-2008 budget process the City Council approved the consolidation of
all environmental programs under one division within the Public Works Department.
The consolidation created the Environmental Programs & Operations Division
(“Division”) which is responsible for the management and oversight of solid waste
operations and the city’s environmental programs.
The division has redistributed duties as a result of the consolidation. The operations
portion of the division is responsible for collection, transfer and disposal of
commercial and residential solid waste and recycling. The day-to-day supervision of
the solid waste operations will be the primary responsibility of the existing Senior
Sanitation Supervisor classification whereas the environmental programs and
oversight of the whole division is the responsibility of the Environmental Programs &
Operations Manager.

Human Resources Department staff met with the Public Works Director and
Environmental Programs & Operations Manager to revise the existing classification
specification to address the increased responsibility as a result of the redistributed
duties in the newly created Environmental Programs and Operations Division. The
existing Senior Sanitation Supervisor classification specification has been revised to
meet the needs of the division (Attachment 2).
DISCUSSION
Title Change
To reflect the approved budgetary changes and increased level of responsibility,
staff is recommending a title change from Senior Sanitation Supervisor to Solid
Waste & Recycling Operations Supervisor. This new title more accurately
represents the responsibility and duties required of the classification.
Definition
To clearly define how this position functions within the division the definition has
been broadened to reflect the scope of responsibility. These proposed changes will
align this classification with other management supervisory positions within the
Public Works Department.
Essential Functions
The job duties have been revised to reflect the increased level of responsibility.
In addition, the supervision exercised by this classification now reflects the broad
scope of classification types this position may supervise.
Minimum Requirements
The minimum knowledge, skills and ability, license and certificates, and training and
experience has been revised to reflect the necessary skill set that an incumbent
must possess in order to successfully perform the essential duties of this job. These
revisions include:
• Coursework in specific subject areas completed at the college level.
• Clarification that at least one professional certification is required from an
accredited institution e.g., Solid Waste Association of North America
(SWANA).
• Increased number of years of experience in a supervisory capacity from one
to two years.
• Reference to the desirability for an Associate Degree.

Additionally, language throughout the classification specification has been revised to
reflect current terminology.
The Civil Service Commission approved the revised classification specification for
Senior Sanitation Supervisor at the June 4, 2008 meeting (Attachment 4).
FISCAL ANALYSIS
The salary for Solid Waste & Recycling Operations Supervisor has been previously
approved at range 519. Sufficient funding has been included in the Public Works
Department’s adopted 2008-09 and 2009-10 budgets to accommodate this change.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CULVER CITY, CALIFORNIA, ADOPTING A REVISED
CLASSIFICATION AND SALARY PLAN TO INCLUDE THE
POSITION OF SOLID WASTE & RECYCLING
OPERATIONS SUPERVISOR AND RESCINDING
RESOLUTION NO 2008-R010.
NOW, THEREFORE, the City Council of the City of Culver City, California,
DOES RESOLVE as follows:
1. The Classification and Salary Plan attached hereto as Exhibit "A" and
incorporated herein by reference, which includes the new position of Solid Waste &
Recycling Operations Supervisor, is hereby adopted effective July 28, 2008 by
establishing the salary range for Solid Waste & Recycling Operations Supervisor to 519.
2. Resolution 2008-R010 is hereby rescinded effective July 28, 2008.
3. The Chief Financial Officer is hereby directed to adjust and pay
salaries of the City employee in accordance with the Classification and Salary Plan
adopted and approved by this Resolution, effective July 28, 2008.

This classified -
management position is responsible for assisting the city's solid waste
operations by Sanitation Manager in planning, supervising and coordinating the operations of refuse
collection, disposal and transfer station rocessin
The following tasks are essential for this position. Incumbents in this classification may not perform all
of these tasks, or may perform similar related tasks not listed here.
3. Assists the Sanitation Manager in the daily oversight of the Sanitation Division including direct
and disposal system.
4. Coordinates the operation and maintenance of the refuse transfer station facilities.
5. Supervises staff, including instructing, assigning, planning, and reviewing work, evaluating work
performance and completing performance evaluations, coordinating activities, maintaining
standards, allocating personnel, acting on employee problems, selecting new employees,
implementing employee discipline, providing training, advice and assistance as needed.

operation, customer service, and solid waste laws, ordinances and codes at the local, state, and
federal level.
• Methods used in supervising, training, and evaluating personnel.

• Safety regulations as required by OSHA and other regulatory agencies.
• Functions, characteristics, and proper care of tools, equipment, and materials used in collection of
refuse.

• Interpret and apply Memoranda of Understanding, City ordinances and policies affecting
departmental operations and personnel matters.

course of work.

• Develop clear, concise, and comprehensive studies and reports.
