RECOMMENDATION:
Staff recommends the City Council (1) adopt a Resolution designating the City’s
agent(s) for the State of California’s Office of Emergency Services (CalOES) and
the Federal Emergency Management Agency's (FEMA) Hazard Mitigation Grant
Program and Pre-Disaster Mitigation Program; and (2) approve a grant
application through the Hazard Mitigation Grant Program.
BACKGROUND:
The Hazard Mitigation Grant Program (HMGP) and Pre-Disaster Mitigation
Program (PDMP) provide grants to states and local governments to implement
long-term hazard mitigation measures prior to and after major disaster
declarations. The purposes of the HMGP and PDMP are to reduce the loss of life
and property due to natural disasters and to enable mitigation measures to be
implemented prior to and during the immediate recovery from a disaster. The
HMGP and PDMP are authorized under Section 404 of the Robert T. Stafford
Disaster Relief and Emergency Assistance Act and the requirements of Title 44
Code of Federal Regulations, Part 201.

DISCUSSION:
This is a universal resolution effective for all open and future Disasters/Grants up
to three years following the date of adoption of the proposed resolution. Funds
from the HMGP and PDMP Grants are eligible to cover Hazard Mitigation
Projects and Hazard Mitigation Planning and Management Costs.
In order to be eligible for funding for Hazard Mitigation and Pre-Disaster
Mitigation project funding, the City is required to have a FEMA approved Multi-
Hazard Mitigation Plan in place. In the early 2000s the City and the Culver City
Unified School District (CCUSD) worked together to develop a plan; however, the
plan never received approval from FEMA. The City, again in conjunction with the
CCUSD, is now applying for funding from the HMGP to develop a joint Multi-
Hazard Mitigation Plan. If the grant application is successful, the City Council will
be asked to authorize acceptance of the grant and, if accepted, City staff will
work with the assistance of a consultant, the CCUSD, and members of the
community to develop a joint plan for submission to CalOES and FEMA for
approval.
As part of the grant application process, CalOES requires a resolution
designating the City’s agents that are authorized to provide to CalOES the
assurances and agreements required for all matters pertaining to such federal
and/or state disaster assistance under the HMGP and PDMP.
FISCAL ANALYSIS:
There is no fiscal impact related to adopting this resolution; however, if the grant
application is successful and accepted, the HMGP has a matching requirement
which the City will propose to meet through soft match (documented employee
hours utilized in administration of the grant and development of a Multi-Hazard
Mitigation Plan).

That the City Council:

designating the City’s Agent(s) for the purpose of the State of California’s
Office of Emergency Services and the Federal Emergency Management
Agency’s Hazard Mitigation Grant Program and Pre-Disaster Mitigation
Program; and
2. Approve a grant application through the Hazard Mitigation Grant Program.
