City of Culver City, California City Council Agenda Item Report RECOMMENDATION: Staff recommends the City Council approve Resolution No. __ to authorize the City Manager or designee to execute any actions necessary for the purpose of obtaining financial assistance provided by the Governor’s Office of Homeland Security (OHS) under the Proposition 1B Transit Security Program/ California Transit Security Grant Program. BACKGROUND: In November 2006, voters approved the Highway Safety, Traffic Reduction, Air Quality, and Port Security Bond Act of 2006 as California State Proposition 1B. Proposition 1B contains a variety of funds which are administered by different agencies, each with its own funding allocation processes. $60 million out of the $1 billion designated bond funds have been allocated to Proposition 1B Transit Security Funds for FY 08. As an agency that is eligible to receive State Transit Assistance (STA) funds, Culver City was allocated $66,090. DISCUSSION: In order to obtain the funds which have been allocated to the City of Culver City, the City was required to file an Investment Justification for the use of the funds that have been allocated for FY 2008. Fulwood (06/04/08) City of Culver City, California City Council Agenda Item Report Vehicle Locator equipment in six new buses to be acquired in FY 2008/2009. This Resolution is a requirement of the Governor’s Office of Homeland Security (OHS) which is the State Administrative Agency (SAA) for the California Transit Security Grant Program. The proposed resolution authorizes the City Manager or Designee to execute all documents related to the grant. FISCAL ANALYSIS: The City of Culver City Transportation Department has budgeted the revenue for the Proposition 1B Transit Security funds in FY 2008/2009 for the Automatic Vehicle Locator equipment in six new buses. In addition, because of Los Angeles County’s Fund Allocation Procedure for dividing State Transit Assistance (STA) funds, Metro will also provide Culver City with $71,456 in bridge funding for the project after the funds are approved and received from the State. Should the resolution not be authorized, the City will lose approximately $137,456 from the FY 2008 allocation as well as up to $2.2 million in future funding allocations. WHEREAS, the Highway Safety, Traffic Reduction, Air Quality, and Port Security Bond Act of 2006, was approved by the voters as California State Proposition 1B on November, 2006; and WHEREAS, the Governor's Office of Homeland Security (OHS) is the State Administrative Agency (SAA) for the California Transit Security Grant Program funded under Proposition 1B with general obligation bonds for transit system safety, security, and disaster response project; and WHEREAS, the State Controller of California identified the City of Culver City as an eligible transit operator; and WHEREAS, the Applicant has or will provide all assurances to OHS required for the project. NOW, THEREFORE, the City Council of the City of Culver City, DOES HEAREBY RESOLVE as follows: 1.
