RECOMMENDATION:
Staff recommends the City Council approve a professional services agreement
with Dudek for Sewer Rehabilitation Projects: Sewer Main in Farragut Drive
(Jasmine Avenue to Overland Avenue) and Elenda Street (Washington Boulevard
to Culver Boulevard), P-872; Sewer Main In Easement between Madison Avenue
and Lincoln Avenue (Culver Boulevard to Ballona Creek), P-893; Sewer Main in
Easement between Baldwin Avenue and La Salle Avenue (Jackson Avenue to the
Ballona Creek), P-894; Sewer Main in Tellefson Road (Cranks Road to Ranch
Road) and Ranch Road (Tellefson Road to City of Los Angeles Connection), P-
904, and Citywide Sewer Main Point Repair, P-230, in an amount not-to-exceed
$139,062.
BACKGROUND:
Most of the existing sewer mains in this group of projects are identified as high
priority urgent repairs in the City’s Sewer Video and Condition Assessment Report
dated June 29, 2004. The work includes but is not limited to rehabilitation or
replacement of the sewer main and manholes. Roots, cracked pipes, sagging,
protruding laterals, and offset joints shall be addressed. Due to the fact that
several of the sewer mains are located in backyard rear property line easements,

Staff is looking for innovative approaches and methods to rehabilitate the sewer
mains with minimum impacts to existing improvements on private properties. The
sewer main may be excavated and replaced only if a trenchless option is not
feasible or cost effective.
Staff sought proposals from consulting firms with a proven track record to provide
design of pipe lining, sewer replacement and point repair for the sewer
rehabilitation projects.
DISCUSSION:
The Request for Proposals for engineering services was mailed to City’s pre-
approved on-call general civil engineering firms and several reputable engineering
firms that specialize in trenchless technologies. Proposals were due on June 4,
2008.
Six (6) engineering firms responded to the proposal:

The Public Works Director/City Engineer, Engineering Services Manager, and the
Senior Civil Engineer conducted a review of all the proposals and it was
unanimously determined that Dudek’s proposal is the most responsive and Dudek
is the most qualified firm to provide engineering design services on this project.
Dudek has extensive design experience for sewer pipe lining projects in southern
California. Staff contacted Dudek’s references on similar municipal sewer
rehabilitation projects. These references revealed excellent remarks for the firm
and the designated project manager from Dudek.
After the tentative selection, Staff negotiated the total design fees with Dudek. The
original fee of $173,820 was successfully negotiated to $139,062. Although this
fee is higher than other consultant’s proposed cost, due to the fact it is that first
time the City is using the trenchless technologies to rehabilitate the sewer mains,
Staff believes it is important to select the firm based on qualifications and
experience in order to minimize construction related issues and potential change
orders. It is Staff’s recommendation that the City Council award a contract to City of Culver City, California

Dudek since they have demonstrated that they are the most qualified proposer
while also offering a price that is fair and reasonable (the design fee is
approximately 8% of the total project budget). The design will take about six
months to complete. The construction is tentatively scheduled to begin in March
2009.
FISCAL ANALYSIS:
The adopted 2008/09 CIP budget includes a combined $1,750,000 of Sewer
Enterprise Funds for these five CIP projects (includes expected carryover from FY
2007-08). This amount includes engineering, construction and all contingencies.
Staff recommends a 10% ($14,000) change order authority be granted to the
Public Works Director/City Engineer to cover unforeseen conditions during the
cleaning and videoing of the sewer mains and throughout the design phase. There
are sufficient funds appropriated to cover the proposed contract.

necessary, in an amount not-to-exceed $14,000 (10% of $139,062); and,,
