City of Culver City, California Agenda Item Report RECOMMENDATION: Staff recommends: (1) the City Council elect its Mayor and Vice Mayor; (2) the Housing Authority/Parking Authority/Successor Agency/Financing Authority confirm that the Mayor and Vice Mayor shall serve as the Chair and Vice Chair of these bodies, respectively; and (3) the City Council provide direction to the City Manager related to an upcoming agenda item for City Council outside agency/subcommittee appointments. BACKGROUND: Section 606 of the City Charter states, in pertinent part(s): “…[A]t the second meeting in April in odd numbered years, the City Council shall elect one of its members as its presiding officer, who shall have the title of Mayor and one of its members as Vice Mayor. Nachbar (04/22/15) City of Culver City, California Agenda Item Report Pursuant to Section 606 of the City Charter, this evening the City Council shall elect the Mayor and Vice Mayor of Culver City. The Housing Authority/Parking Authority/Successor Agency/Financing Authority shall also confirm that the Mayor and Vice Mayor shall serve as the Chair and Vice Chair of these bodies, respectively. Staff is also seeking direction on the subject of an upcoming agenda item for City Council outside agency/subcommittee appointments. REORGANIZATION 2013 1. Election of Mayor and Vice Mayor and Confirmation of Chair and Vice Chair of the Housing Authority/Parking Authority/Successor Agency/Financing Authority 1-A. NOMINATIONS FOR MAYOR On February 8, 2010, the City Council adopted a Resolution approving City Council Policy 2010-01 (Mayoral Rotation). A copy of that Policy is provided as Attachment 1. In accordance with the City Charter, Mayor Sahli-Wells is not eligible to serve as Mayor for a second consecutive term. Policy 2010-01 provides that the Vice Mayor would rotate annually into the Mayor’s seat. Mayor Sahli-Wells announces that this is the time and place to receive nominations for Mayor, calls for nominations, closes the nominations, and calls for the vote. Recommended Motion: That the City Council elect Council Member ___________ as Mayor of the City of Culver City. 1-B. NEW MAYOR OPENS NOMINATIONS FOR VICE MAYOR The new Mayor then assumes the chair and opens the nominations for Vice Mayor. The Mayor announces that this is the time and place to receive nominations for Vice Mayor, calls for nominations, closes the nominations, and calls for the vote. Policy 2010-01 provides that the Vice Mayor’s seat shall be filled by the most senior member in length of uninterrupted service who has not previously served as Vice Mayor. In case of ties, then preference will go to the member who received the most votes in the most recent election involving those with equal seniority. Recommended Motion: That the City Council elect Council Member ________________ as Vice Mayor of the City of Culver City. The new Vice Mayor City of Culver City, California Agenda Item Report then assumes the appropriate chair. At this time, the newly elected Mayor and Vice Mayor shall be presented with a pin appropriate to their new office. Traditionally, this pin has been affixed by a family member, friend, or professional acquaintance. 1-C. COMMENTS BY CITY COUNCIL The Mayor calls on the Members of the City Council for any remarks they may wish to make at this time. 1-D. CONFIRMATION OF CHAIR AND VICE CHAIR OF THE HOUSING AUTHORITY/PARKING AUTHORITY/SUCCESSOR AGENCY/FINANCING AUTHORITY The Mayor entertains respective motions of the Housing Authority, the Parking Authority, the Successor Agency, and the Financing Authority (a joint motion for all four bodies is also acceptable) that the Mayor and Vice Mayor serve as Chair and Vice Chair of these bodies, respectively. Recommended Motion: That the Mayor and Vice Mayor serve as the Chair and Vice Chair of the Housing Authority, Parking Authority, Successor Agency, and Financing Authority, respectively. 2. Direction to the City Manager Related to an Upcoming Agenda Item on City Council appointments to outside agencies/subcommittees This is the fourth session of this City Council with no changes in membership of the City Council. There is a handful of outside agencies/subcommittees where appointments will change due to the City Council’s annual reorganization. Staff is seeking direction on whether the City Council would like to consider a shortened version of the staff report (which would contain only those bodies where membership is changed as a result of the City Council’s reorganization) or a traditional report (with all bodies). This report is scheduled to be presented to the City Council on May 11, 2015. FISCAL ANALYSIS There is no fiscal impact associated with this staff report. City Council Policy 2010-01 (Mayoral Rotation) 1-2 City Council Approved Policy 2010-01 Subject Matter: Mayoral Rotation PURPOSE The purpose of this policy is to provide a rotational basis by which the Mayor and Vice Mayor are selected. This Policy shall be consistent with the City Charter and other applicable laws. CITY CHARTER PROVISIONS Section 606 of the City Charter states: Immediately following the certification of election results for any general or special municipal election at which Council Members are elected and at the second meeting in April in odd numbered years, the City Council shall elect one of its members as its presiding officer, who shall have the title of Mayor and one of its members as Vice Mayor. Both shall serve at the pleasure of the City Council. The Mayor shall have a voice and a vote in all City Council proceedings, shall be the official head of the City for all ceremonial purposes, and shall perform such other duties as may be prescribed by this Charter or as may be imposed by the City Council consistent with the office of Mayor. The Vice Mayor shall perform the duties of the Mayor during the absence or incapacity of the Mayor. A Council Member who has held the office of Mayor or Vice Mayor for one year shall not be eligible for reelection to that same office until one year has elapsed. This Policy is established in accordance with this City Charter provision. As provided in the Charter, the election of Mayor and Vice Mayor is at the pleasure of the majority of the City Council. Where there may be conflicts between the Charter and this Policy, the Charter shall prevail. MAYORAL ROTATION It shall be the Policy of the City Council to provide for an orderly election of the Mayor and Vice Mayor each year. To implement such transition, the following shall be the preferred method of selecting the Mayor and Vice Mayor. 1. The Vice Mayor would rotate annually into the Mayor’s seat. 2. The Vice Mayor’s seat shall be filled by the most senior member in length of uninterrupted service who has not previously served as Vice Mayor. In case of ties, then preference will go to the member who received the most votes in the most recent election involving those with equal seniority. 3. If all members have served as Vice Mayor, then the position will be filled by the member who has not served in that role for the longest time. 4. The Vice Mayor shall serve as Redevelopment Agency Chair. EFFECTIVE DATE OF THIS POLICY This policy shall take effect immediately.
