RECOMMENDATION:
Staff recommends the City Council adopt a Youth Employment Plan for the Syd
Kronenthal Park Playground Rehabilitation Project, PZ-831.
BACKGROUND:
On October 22, 2012, the City Council adopted a Resolution approving the
application for grant funds from the Los Angeles County Regional Park and Open
Space District (the “District”) Excess Funds Grant Program for the Syd Kronenthal
(SK) Park Playground Rehabilitation Project. On March 5, 2013, the Los Angeles
County Board of Supervisors approved Proposition A Cities Excess Funds in the
amount of $250,000.00 for the Project. The fully-executed Grant Agreement was
received in July 2013, and in 2014 the project performance period (completion
deadline) was extended to June 30, 2015.
DISCUSSION:
As a condition of receiving reimbursement for Project costs, the District requires that
the grantee must first adopt a Youth Employment Plan for the Project at a duly
noticed public meeting. The Plan is then submitted to the District for approval. As
noted in the attached Youth Employment Plan, Culver City’s Youth Employment
Goal (YEG) is $227,804.70 or 10% of the City’s total Proposition A Development
Project Allocation. The City has been consistently applying credits throughout the City of Culver City, California

years through the Culver City Youth Mentoring Program and Project-Specific Youth
Employment Plans to meet this Youth Employment Goal. It is anticipated that the
City’s YEG will be met during the current fiscal year.
In order to meet the District’s at-risk youth employment guidelines for the Youth
Employment Plan, grantees often enter into “sponsor agreements” with the
California Conservation Corps (the “CCC”). The City of Culver City has contracted
with the CCC to complete the Youth Employment Plans for Proposition A-funded
projects at Culver West Alexander Park, Veterans’ Memorial Park, and Culver City
Park.
FISCAL ANALYSIS:
The CCC has provided a cost estimate for the installation of 5,785 square feet of
wood fibar playground safety surfacing and 483 square feet of sand at the SK Park
Playground. The estimated number of hours of labor necessary to complete the job
is 190 at a rate of $18.77 per hour for a total of $3,566.30. This will be the cost to
the City per the CCC contract. However, for the Youth Employment Plan, the
amount is calculated at minimum wage, which is the salary expense that goes
directly to the CCC at-risk youth workers. Therefore, the calculation for this Youth
Employment Plan is 190 hours x $9.00/hour = $1,710.00. This amount is reflected in
the $3,566.30 estimated amount from CCC.
The SK Park Playground Rehabilitation Project is fully-funded by Proposition A
Cities Excess Funds. There are sufficient funds for the CCC Sponsor Agreement in
the City Council Adopted Budget for Fiscal Year 2014/2015 in account
42380000.730100.PZ831 (Grants Capital Projects / Improvements Other Than
Buildings / Syd Kronenthal Playground Project).

YOUTH EMPLOYMENT PLAN
Syd Kronenthal Park Playground Rehabilitation Project
In order to comply with the Regional Park and Open Space District’s Youth Employment Policy,
the City of Culver City adopts the following Youth Employment Plan for this District-funded
project:
Background: Los Angeles County voters passed Proposition A in 1992 and again in 1996. These
Propositions created the Los Angeles County Regional Park and Open Space District (the “District”) and
provide funds to public agencies and nonprofit organizations in the County for the purposes of acquiring
and/or developing facilities and open space for public recreation. A special emphasis on employing
youth in park improvement projects was included in both the 1992 and 1996 Propositions.
In July 2013, the City of Culver City received a fully executed Proposition A Cities Excess Funds Project
Agreement for the Syd Kronenthal Park Playground Rehabilitation Project, Grant Number 58C6-13-2348.
The Project will rehabilitate an existing playground with new surfacing, play equipment, an ADA-
compliant path of travel and other related improvements.
Tasks That May Be Performed By At-Risk Youth: The installation of Wood Fibar Playground Safety
Surfacing and sand in the playground area.

Employment:
Method of Youth Employment: The City of Culver City will enter into a Sponsor Agreement with the
California Conservation Corps (CCC).
Youth Employment Goal (YEG): Culver City’s Youth Employment Goal is $227,804.70 or 10% of the
City’s total Development Project Allocation. If necessary, all expenditures related to the wages of at-risk
youth employed pursuant to this Youth Employment Plan will be reported to the District to be applied as
credit toward meeting Culver City’s YEG. The City has been consistently applying credits throughout the
years to meet the Youth Employment Goal through the Culver City Youth Mentoring Program and
Project-Specific Youth Employment Plans. The current remaining YEG balance is:
