RECOMMENDATION:
Staff recommends the City Council approve an agreement with Power Source
Systems, Inc. (PSS) for the repair of four decorative light columns located at Town
Plaza in an amount not-to-exceed $36,900.
BACKGROUND:
Town Plaza has four decorative columns that provide lighting. Over the years, these
columns have been vandalized which has caused the concrete to break off and
expose the underlying rebar and steel frame.
DISCUSSION:
The proposed work will include upgrading the existing styrofoam inserts to
aluminum, encapsulating the column corners with a metal frame, and adding
skateboard stops to deter skateboarders from skidding the corners. (Although
skateboarding is prohibited in Town Plaza, it is still important to have these stops in
place to protect the columns from damage created by those skateboarders who do
not follow the rules.) These measures will minimize future damage to the columns
due to vandalism and increase their durability.
Section 3.07.085.A (Professional and Personal Services) of the Culver City
Municipal Code provides the City with the authority to award purchase orders and City of Culver City, California

contracts in any amount for professional or personal services without complying with
the formal competitive bidding process; provided, the purchase order or contract
shall be based upon competitive quotations, whenever practical, as determined by
the City Manager. Personal services include: repair or maintenance service for
equipment, machinery or other City-owned personal property.
Therefore, staff requested companies to supply a quote to perform the needed
repairs. Public Works received the following three competitive quotations for the
work:
Hoffman Management & Construction.……………$30,108.00
Power Source Systems, Inc (PSS)…………………$36,900.00
Sauer & Associates, Inc……………….……………$68,312.00
The Public Works Department has utilized the services of PSS for other repair
projects in the City, including, most recently, lighting repairs at the Ince Parking
Structure. Though Hoffman Management & Construction presented a lower quote
and has provided services to the City in the past, they have indicated to Staff that
their metal fabricator cannot match the finish detail of the columns. Because the
quote from PSS represents the best value for the City in terms of supplies and labor
and aesthetic outcome, staff recommends the City Council award the contract to
PSS.
FISCAL ANALYSIS:
There are sufficient funds available in the Capital Improvement Project P-952, Town
Plaza Upgrades (42000952), to cover the requested repairs.

MOTION:
That the City Council:
1. Approve an agreement with Power Source Systems, Inc. in an amount not-to-
exceed $36,900.00 for the repair of the Town Plaza decorative light columns;
and,
2. Authorize the City Attorney to review/prepare the necessary documents; and,
3. Authorize the City Manager to execute such documents on behalf of the City.
