RECOMMENDATION:
Staff recommends the City Council accept the work performed by the Contractor,
Steiny and Company, Inc., and authorize filing a Notice of Completion for the
Higuera Street and Eastham Drive Traffic Signal and Intersection Upgrade (P-741),
STPL-5240(004).
BACKGROUND / DISCUSSION:
The project scope involved the replacement of the aging traffic signal system at the
intersection of Higuera Street and Eastham Avenue and the installation of a median
island on Eastham Avenue to improve the pedestrian and vehicle traffic flow through
the intersection.
On March 24, 2008, the Council awarded a construction contract to Steiny and
Company, Inc. for the Higuera Street and Eastham Drive Traffic Signal and
Intersection Upgrade (P-741), STPL-5240(004) in the amount of $203,946. The
project was successfully completed by Steiny and Company, Inc. One change order
was issued due to extra work items as requested by staff. The total amount of the
change order was $20,192. The majority of the change order cost was used to
address the failed concrete asphalt pavement at the new crosswalk, to add bollards
to protect newly installed signal poles, and to relocate the electrical meter pedestal
for wheelchair passage.

MOTIONS:
That the City Council:
1) Accept the work performed by the contractor, Steiny and Company, Inc., for the
Higuera Street and Eastham Drive Traffic Signal and intersection Upgrade
(P-741), STPL-5240(004);
2) Authorize the filing of a Notice of Completion; and
3) Authorize the release of the retention funds in the amount of $22,414 to Steiny
and Company, Inc., following the expiration of the 35-day lien period.
