RECOMMENDATION:
Staff recommends:
The City Council approve an amendment to the existing professional services tri-
party agreement with CJ Strategies for federal lobbying services for an additional
three-year term, with an optional two-year extension; and,
The Redevelopment Agency approve an amendment to the existing professional
services tri-party agreement with CJ Strategies for federal lobbying services for an
additional three-year term, with an optional two year extension.
BACKGROUND:
Federal lobbyists primarily assist cities in obtaining funding for projects and
monitoring significant legislation that may affect the City. They also coordinate
meetings with Federal officials and legislators. With the use of a lobbyist many
cities have obtained grants and appropriations for water, sewer, buses and
transportation projects. Following an RFP process on August 28, 2006, the City
Council awarded a one year contract with CJ Strategies from September 1, 2006
to June 30, 2007.

DISCUSSION:
Staff has found CJ Strategies to be highly responsive and effective in its
representation at the federal level. Over the past several months, CJ Strategies
has been successful in working with members of the House of Representatives
and the Senate and their staff and arranging meetings for Culver City elected
officials with Senators Boxer and Feinstein and Congresswoman Watson and other
staff. During this recent contract period, areas of work performed by CJ Strategies
include the 2008 Federal Appropriations requests; the Interagency
Communications Interoperability System; Metro Expo Light Rail Project and Aerial
Station in Culver City; Department of Homeland Security Funding; the Veterans
Administration property; and weekly federal updates.
FISCAL ANALYSIS:
There is sufficient funding upon approval of the adopted FY 2007-08 Budget in
Transportation, Redevelopment and the City Manager’s Department’s Other
Contractual Services accounts.
Additionally, the lobbyist will represent the City on issues that would have a
negative impact on City services. Further, they would also represent the City to
advocate against issues that would have a negative fiscal impact to the City and
would support items seeking Federal funding for specific projects that would
benefit the City.

MOTION:
That the City Council:
1. Authorize an amendment to the existing professional services tri-party
agreement with CJ Strategies for federal lobbying services for an additional
three-year term, expiring on June 30, 2010, with an optional two-year
extension, at the rate of $5,000 per month for a maximum amount of
$60,000 annually, subject to the Culver City Redevelopment Agency paying
a maximum amount of $20,000 annually during the contract period; and City of Culver City, California

2. Authorize the City Attorney to prepare the necessary documents and
authorize the City Manager to execute such documents on behalf of the
City.
That the Culver City Redevelopment Agency:
Authorize an amendment to the existing professional services tri-party
agreement with CJ Strategies for federal lobbying services for an additional
three-year term, expiring on June 30, 2010, with an optional two-year
extension, at the rate of $5,000 per month for a maximum amount of $60,000
annually, with the Culver City Redevelopment Agency paying a maximum
amount of $20,000 annually during the contract period.
