RECOMMENDATION

 

Staff recommends the City Council approve purchase orders with (1) Adamson Police Products for the purchase of 100 LWRC Patrol Carbine Rifles in an amount not-to-exceed $175,124.80; and (2) Botach Inc for the purchase of 103 Red Dot Optical Sights, 103 Tactical Lights, and 103 Rifle Cases in an amount not-to-exceed $54,005.97.

 

 

BACKGROUND/DISCUSSION

 

In order to improve its ability to respond quickly and appropriately to critical incidents, the Police Department has implemented a new rifle program.  As part of the program, all Police Officers and Sergeants will be issued a rifle for field use.  This program will help augment the Department’s Patrol staffing in the event of a critical incident, and dramatically improve our ability to respond appropriately to these incidents.

Police Department staff members are very familiar with the various Police Patrol style rifles that are on the market.  Staff conducted a significant amount of research into the LWRC rifle and received feedback from over ten law enforcement agencies currently utilizing the LWRC rifle.  All of the reviews were positive and spoke to the rifles adaptability, reliability, and durability.  Staff also spent a significant amount of time testing not only the LWRC rifle, but other comparable rifles on the market.  Staff found that the LWRC rifle best fit the Police Department’s needs for an adaptable, reliable, and durable Patrol rifle.     

 

Police Department staff worked with the Finance Department and conducted an open and competitive Invitation for Bids (#1608) for the purchase of 100 patrol rifles, complete with optics, tactical light, sling, three magazines and padded black nylon weapons case.  The following three (3) bids were received:

Staff reviewed all quotes and determined all bidders were responsive and responsible.  Of the options requested, Adamson provided the only quote for rifles while Botach provided the most cost efficient option for accessory items (Red Dot Optical Sights, Tactical Lights, and Rifle Cases).  Arms Unlimited submitted a partial bid for only two of the three accessory items requested. 

Police Department staff has worked with both Adamson Police Products and Botach Inc. in the past and found them to be highly responsive to our needs.  The City reserves the right to award a contract to one or more bidders, and in this case, thought it in the best fiscal interest to award the rifle and accessory components separately.  Based on their being lowest responsible total bid coupled with their service history, staff recommends the City Council approve respective purchase orders  with Adamson Police Products in an amount not-to-exceed $175,124.80 and Botach Inc. in an amount not-to-exceed Exceed $54,005.97.

 

 

FISCAL ANALYSIS

 

The City Council Adopted Budget for Fiscal Year 2016/2017 includes $300,000 for new rifles and accessories (41640454.550110).

 

 

MOTION

 

That the City Council:

 

1.                     Approve a purchase order with Adamson Police Products for the purchase of 100 LWRC Patrol Carbine Rifles in an amount not-to-exceed $175,124.80;

 

2.                     Approve a purchase order with Botach Inc for the purchase of 103 Red Dot Optical Sights, 103 Tactical Lights, and 103 Rifle Cases in an amount not-to-exceed $54,005.97; and

 

3.                     Authorize the Purchasing Officer to issue such Purchase Orders.
