RECOMMENDATION
Staff recommends the City Council (1) approve an agreement with Knorr Systems, Inc. (Knorr) to replace two filter tanks at the Culver City Municipal Plunge (Plunge) in the amount of $33,462.66; and (2) approve a purchase order with Howard Industries to replace a new boiler at the Plunge with a more energy efficient unit in the amount of $32,286.08.
BACKGROUND
Annually, the Plunge is closed to the public so that the Public Works and Parks, Recreation and Community Services Departments can address maintenance needs at the facility. This year’s closure is scheduled for March 21 through April 10. During the closure, staff will address several maintenance needs including replacing two filter tanks, the existing boiler, an existing diving board, and 15 underwater lights.
The filter tanks that keep the pool free of debris and contaminants are in need of replacement. There are a total of eight filters, and two were replaced during last year’s closure. The existing boiler has reached the end of its useful life and is requiring increasing maintenance.
DISCUSSION
Culver City Municipal Code (CCMC) Section 3.07.085 provides an exemption from the formal bidding process for supplies and personal and professional services respectively, and only requires the award of the contract be based upon competitive quotations whenever practical. Per CCMC Section 3.07.085.B.5, this project falls under the category of personal services, which includes the repair and maintenance of City-owned personal property.
Staff is recommending the purchase and installation of the two filter tanks through Knorr, which is the same vendor from which the two units were purchased last year through a competitive quotation process for the amount of $27,626.12. The cost to purchase the new filter tanks this year is slightly higher due to the need to replace couplings and valves. For consistency and maintenance purposes, staff recommends utilizing the same make and model filter tanks. Additionally, Knorr has done prior work for the City, and staff is aware of the quality of their work. The proposal submitted by Knorr represents the best value to the City in terms of supply and labor, and staff recommends the City Council approve this agreement.
The Public Works Department received the following two quotes for the replacement of the boiler:
Howard Industries……………………...$32,286.08
Monarch Plumbing & Mechanical………$33,356.80
Based on the quotations received, staff is recommending procuring the boiler from Howard Industries. It should also be noted that the specified boiler model selected by the Public Works Department is qualified for an incentive through Southern California Gas Company in an amount of approximately $6,000.00. Once the boiler is installed, staff will work with Southern California Gas Company to receive the incentive.
As mentioned in this report, staff will also be replacing an existing diving board and some of the underwater lights during this year’s closure. The procurement of these items does not require City Council approval since they are under the $30,000 approval threshold; however staff has obtained competitive quotations for these items.
The Parks, Recreation and Community Services Department staff was able to work with the various user groups of the Plunge to determine an ideal time frame to close the Plunge to the public. Though there is going to be an inconvenience in closing the Plunge to the public, the proposed time frame of March 21 through April 10 provides the least impact.
FISCAL ANALYSIS
There are sufficient funds available in City Council Adopted Budget for Fiscal Year 2015/2016 in Capital Improvement Project PZ-132 (Building Repairs) to cover the requested repairs.

2. Approve a purchase order with Howard Industries for the acquisition of a new boiler for the Municipal Plunge in the amount of $32,286.08; and,
3. Authorize the City Attorney to review/prepare the necessary documents; and,
4. Authorize the City Manager to execute such documents on behalf of the City.
