RECOMMENDATION
Staff recommends the City Council accept the work performed by the contractor,
Terno, Inc, and authorize filing a Notice of Completion for the Washington Boulevard
Streetlight Project, P-856 (CDBG # 600690-04). It is also recommended that
retention funds in the amount of $14,868.69 be released to the contractor after the
thirty-five day lien period.
BACKGROUND/DISCUSSION:
On November 13, 2006, the City Council awarded a construction contract to
Terno, Inc. for the Washington Boulevard Streetlight Improvement Project, P-856.
The existing streetlight system was identified as a priority for replacement and
upgrade. The location of the work was on the north side of Washington Boulevard
between Glencoe Avenue and Beethoven Avenue.
Terno, Inc. successfully completed the work as required in the contract. The work
included directional boring to install new conduit with wiring and pull boxes. Also the
existing luminaries and ballasts were replaced. The fluted steel poles were not
replaced as they were already in good condition.
Terno, Inc. completed the streetlight improvement project required in the original
contract on May 21, 2007 with one change order.
The project was managed and inspected by the Public Works staff.

FISCAL ANALYSIS:
The project was funded with CDBG funds and State Gas Tax funds. The original
contract amount for the project was $144,139.00. The amount of the change order
was $4,547.88, due to quantity adjustments, resulting in a final contract amount of
$148,686.88.
The project file was audited by County of Los Angeles Community Development
Block Grant Division staff and project costs will be reimbursed.
The remaining funds in the project in the amount of $9,866.12 will be encumbered in
the Streetlight Upgrade Project, P-684 (41800684) to be used on the future projects.
Standard Performance Contract (SPC)
On April 17, 2007, Southern California Edison awarded a rebate in the amount of
$1,413.12 for participating in Southern California Edison’s Standard Performance
Contract (SPC) program. The SPC program provides financial incentives for eligible
SCE customers for installing higher efficiency equipment or systems. The incentive
program is based on energy savings that are beyond the required Title 24 or
minimum industry standards.
The SPC application was submitted for the Washington Boulevard Streetlight
Improvement Project on February 26, 2007. The streetlight project fell under two
types of incentive category measures, Lighting and Other Equipment. The Lighting
category offered an incentive rate of $ 0.05 / kWh for the conversion of Mercury
Vapor to High Pressure Sodium lamps and Other Equipment category offered an
incentive rate of $.08 / kWh for the conversion of the series to multiple circuitry
system.
Based on 18 streetlights that were upgraded for this project, the total energy savings
was estimated at 23,890 kWh per year for converting 400 W Mercury Vapor to 250
W HPS and converting the exiting series to multiple circuitry system. The energy
savings translated to an incentive rebate in the amount of $830.16 for the conversion
of the streetlight lamps and $582.96 for the conversion of the streetlight circuitry
system, for a total of $1,413.12.

That the City Council:
1) Accept the work performed by the contractor, Terno, Inc., for the Washington
Boulevard Streetlight Improvement Project, P-856 (CDBG #600690-04);
2) Authorize the Public Works Director to sign the Notice of Completion and submit
it for recordation at the Los Angeles County Recorder’s office; and,
3) Authorize the release of $14,868.69 to Terno, Inc. following the 35-day lien
period.
