RECOMMENDATION:
Staff recommends the City Council adopt a resolution approving Culver City’s
participation in the Los Angeles Urban County Community Development Block Grant
(CDBG) program for Fiscal Years (FY) 2014/2015 through 2017/2018 and a related
Cooperation Agreement. .
BACKGROUND:
The 1974 Housing Act authorized the allocation of block grants to eligible applicant
municipalities nationwide to be used for activities that benefit low- and moderate-
income persons, subject to program regulations and eligibility criteria. Culver City
participates in the CDBG program as a member of the Los Angeles Urban County
Entitlement and, to date, has completed thirty-nine (39) application cycles. During
this time the City has received approximately $12 million in CDBG funds. The
program is administered by the Community Development Commission of the County
of Los Angeles (County).
DISCUSSION:
CDBG funding is granted to the City pursuant to a Cooperation Agreement between
the City and the County. The Cooperation Agreement outlines legal provisions and
requirements by which the City is permitted to participate in the Urban County CDBG City of Culver City, California

program. The previous Cooperation Agreement was executed in May 2005 and was
subject to automatic renewal. The signatory requirements have recently changed,
and the County is requesting that all participating organizations adopt a resolution
approving participation in the CDBG program and authorizing a authorized designee
to execute the Cooperation Agreement on behalf of the City. In accordance with the
City’s standard procedures, the proposed resolution authorizes the City Manager to
execute the Cooperation Agreement.
FISCAL ANALYSIS:
There is no cost to the City associated with adoption of the proposed resolution or
execution of the Cooperation Agreement with the County of Los Angeles.

MOTION:
That the City Council:
1. Adopt the proposed resolution approving (a) Culver City’s participation in the Los
Angeles Urban County Community Development Block Grant (CDBG) program
for fiscal years 2014-2015 through 2017-2018 and (b) the related Cooperation
Agreement; and,
2. Authorize the City Attorney to review/prepare the necessary documents.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CULVER CITY, CALIFORNIA, APPROVING
PARTICIPATION IN THE LOS ANGELES URBAN
COUNTY COMMUNITY DEVELOPMENT BLOCK
GRANT PROGRAM GY AUTHORIZING THE MAYOR OR
HIS/HER DESIGNEE TO SIGN A COOPERATION
AGREEMENT WITH THE COUNTY OF LOS ANGELES.
WHEREAS, the City of Culver City desires to continue its participation in
the Los Angeles Urban County Community development block Grant (CDBG) Program
for the qualification period beginning July 1, 2015; and
WHEREAS, the City authorizes the execution of a Cooperation Agreement
with the County of Los Angeles in order to receive said CDBG funds;
NOW, THEREFORE, the City Council of the City of Culver City DOES
HEREBY RESOLVE as follows:
1. The City Council adopts and approves the County of Los Angeles
Participating City Cooperation Agreement between the City of Culver City and the
County of Los Angeles for the time period of July 1, 2015 through June 30, 2018 and
self-renewing thereafter.
2. The City Council authorizes the Mayor or his/her designee to
execute any and all documents necessary for participation in the Los Angeles urban
County CDBG Program on behalf of the City of Culver City.
