RECOMMENDATION:
Staff recommends the City Council authorize the release of a Request for
Proposals (“RFP”) for engineering design services for the Sepulveda Boulevard
Widening Project (Playa Street /Jefferson Boulevard intersection to Green Valley
Circle), P-881.
BACKGROUND:
On December 11, 2006 the City Council approved the payment by Playa Capital
Company, LLC of $300,000 for use by the City of Culver City for the design and
construction of the Sepulveda Boulevard Widening Project as a substitute
improvement for the Playa Vista Drive Bridge pursuant to the Third Amendment
to Agreement between the City of Culver City and Playa Capital Company, LLC.
The Sepulveda Boulevard corridor is classified as a Principal Arterial in the City.
Currently, within the project limits, there are three (3) travel lanes northbound and
two (2) travel lanes southbound between Playa Street/Jefferson Boulevard and
Green Valley Circle. This project will provide for three (3) continuous lanes in the
south bound direction without requiring additional right of way (R/W). The
proposed work will include utility relocation, street widening, landscape median
modification, traffic signal modification, and roadway resurfacing. In addition,
Sepulveda Boulevard from Playa Street/Jefferson Boulevard to Sawtelle
Boulevard will be re-striped to add a third southbound through lane within the
existing street width.
On September 27, 2007, the Metropolitan Transportation Authority (Metro) Board
of Directors approved the 2007 Call for Projects, which included the federal
funding for Sepulveda Boulevard Widening project. It is anticipated the

construction of the project will be funded by a combination of federal Regional
Surface Transportation Improvements (RSTI) program funds ($3,982,000) and
$2,136,00 of West Los Angeles College traffic mitigation funds.
Construction funding is tentatively scheduled to be available in October 2009,
after agreements are executed.
DISCUSSION:
The City is seeking a qualified engineering design firm that can undertake the
preparation of design drawings and construction specifications. The RFP will be
sent to several reputable engineering firms as well as publicly advertised in the
local newspaper and the City’s web site.
The City‘s RFP is for a two phase project. Phase 1 includes the research,
survey, utility coordination, preparation of the conceptual/preliminary plans, and
presentations and exhibits at community and City Council meetings. Phase 2
would be the final design and construction drawings, specifications and bid
documents.
Should the City Council approve the release of the attached RFP, the following
table includes the timeline for the project:

FISCAL ANALYSIS:
The current preliminary cost estimate for the project is approximately $6,118,000,
including engineering (design and construction management), utility relocation,
construction, and all contingencies. As mentioned in the background section of
this report, the City Council approved utilizing $300,000 of Playa Vista funds for
the design of the project. Also as previously mentioned, the construction of this
project is anticipated to be funded with federal RSTI funds of $3,982,000 and
$2,136,000 of West Los Angeles College traffic mitigation funds.

The release of the RFP does not create a substantive fiscal impact on the City.
Upon receipt and review of the proposals received, staff will discuss the fiscal
impact of awarding the contract for the engineering design in a future staff report.
