RECOMMENDATION:
Staff recommends that the City Council:
1. Accept the work performed by Carvajal Trucking & Tractor, Inc. for the
construction of the Citywide Sidewalk Repair Project, PZ-428; and,
2. Authorize filing a Notice of Completion; and,
3. Authorize the release of the retention funds in the amount of $12,838.14 after the
expiration of the 35-day lien period.
BACKGROUND:
On June 24, 2013, the City Council awarded a construction contract to Carvajal
Trucking & Tractor, Inc. (CT&T) for the Citywide Sidewalk Repair Project (Project).
The Project scope of work consisted of temporary sidewalk repairs at approximately
20,000 uplifted segments until permanent reconstruction could be performed either
by City forces or through the capital improvement program.
CT&T performed two types of sidewalk repairs: 1) grinding, and; 2) asphalt concrete
(AC) ramping. For small uplifts, CT&T utilized a sidewalk grinder to remove the uplift
along the edge of the sidewalk panel, thereby creating an even surface with the
adjacent sidewalk panel. For uplifts that were too high for grinding, CT&T ramped
the uplift with asphalt-concrete and thereby removed the trip hazard. City of Culver City, California

DISCUSSION:
CT&T successfully completed the work on June 11, 2014. The construction
management and inspection was performed by staff.
CT&T performed approximately 18,500 concrete grinds and 500 AC ramps along
approximately 76,000 linear feet (LF) of sidewalk to complete the job. Staff
estimated the work would entail ramping or grinding approximately 86,500 LF of
sidewalk.
The grinding of the sidewalk edges and asphalt ramping are intended to be a
temporary repair. The sidewalks at these locations will likely continue to uplift due to
root intrusion from street trees. Therefore, staff anticipates returning to the City
Council in summer 2015 to request authorization to implement an annual sidewalk
inspection and repair program.
FISCAL ANALYSIS:
The approved construction contract amount was $290,685.00. The final construction
cost, including change orders is $256,762.83. The Project came in under budget due
to the number of asphalt ramping locations being lower than estimated. The
surplus from this project will be utilized for future sidewalk repair projects.
MOTIONS:
That the City Council:
1. Accept the work performed by Carvajal Trucking & Tractor, Inc., for the
construction of the Citywide Sidewalk Repair Project, PZ-428; and,
2. Authorize the Public Works Director/City Engineer to execute the Notice of
Completion and submit it to the Los Angeles County Recorder’s office; and,
3. Authorize the City Manager to release $12,838.14 in retention to Carvajal
Trucking & Tractor, Inc., after the expiration of the 35-day lien period.
