RECOMMENDATION

 

Staff recommends the City Council approve the project specifications and authorize the publication of a Notice Inviting Bids for the Veterans Memorial Park Parking Lot Resurfacing Project, PA 008.

 

 

BACKGROUND/DISCUSSION

 

Located along Culver Boulevard between Overland Avenue and Elenda Street are five city owed parking lots originally constructed in the 1980s. These parking lots have been maintained by the City street crews since original construction and are in need of resurfacing.  Two parking lots between Coombs Avenue and Elenda Street were recently resurfaced with slurry seal in 2025. 

 

City staff recommends a slurry seal of the parking lots along Culver Blvd adjacent to the Veterans Memorial Building and Veterans Memorial Park. This treatment anticipates extending their usable life for an additional 10-15 years. 

 

The parking lot adjacent to the Teen Center, originally constructed with the building in 1968, hasn’t been resurfaced since original construction. Due to the more extensive asphalt pavement damage from tree roots and usage, a full 2 inch grind and paving of the Teen Center parking lot is necessary.

 

Engineering staff prepared exhibits and specifications that are available upon request at the Engineering Division counter.  Construction is tentatively scheduled to start Spring 2026.  Engineering staff will coordinate construction activities with Parks Department and park patrons during construction.

FISCAL ANALYSIS

 

The Adopted Budget for Fiscal Year 2025-2026 includes approximately $550,000 in appropriated funds available for CIP Project No. PA-008 (Veterans Park Parking Lot Resurfacing) which can be found in the Capital Improvements Plan Schedule section of the budget book in General Fund Facility Planning Reserves (Fund 420F) on page 591.  Based on the estimated project costs of $350,000, there is sufficient funding in this project to cover the proposed work.

 

It should be noted that $31,000 of the funding from CIP Project No. PA-008 is being programmed as part of the contract for MOVE Culver City Downtown Corridor Eastern Segment to address a time-sensitive need in the Veterans parking lot adjacent to Coombs Avenue and Culver Boulevard.

 

There is no fiscal impact created by the approval of the project specifications and publishing the Notice of Inviting Bids for the Project.
