Nachbar (03/19/14) RECOMMENDATION: Staff recommends the City Council: (1) accept the work performed by STL Landscape, Inc.; (2) authorize filing a Notice of Completion; and (3) authorize release of retention payment in the amount of $15,802 after the expiration of the 35-Day lien period for the Culver City Demonstration Rain Gardens Project, P-497. BACKGROUND/DISCUSSION: On January 23, 2012, the City Council approved a construction contract with STL Landscape, Inc. The project consisted of: • Removal of existing landscape and irrigation at the City Yard (9505 Jefferson Boulevard) and Transfer Station (9255 Jefferson Boulevard); • Installation of new landscape and irrigation at the City Yard and Transfer Station along with segmental block walls; • Installation of a drainage system which directs pavement storm water flow into the rain gardens for treatment; and, • 9-month maintenance period. STL Landscape, Inc. successfully completed the work as required in the executed contract dated March 02, 2012. After the construction contract was awarded, it was discovered the designed irrigation system did not comply with Assembly Bill 1881, the Water Efficient Landscape Ordinance (WELO). The irrigation system was subsequently re-designed to comply with WELO. The irrigation re-design took approximately 6 months to complete. The actual construction of the project was completed in City of Culver City, California Agenda Item Report approximately 9 months. After the construction was completed, the Contractor was required to conduct 9 months of maintenance on the new landscape. The construction management was performed by staff, and construction inspection was performed by Civil Source, Inc. through the on-call general civil engineering contract. FISCAL ANALYSIS: The approved construction contract amount was $344,216, and the City Council authorized the Public Works Director/City Engineer to approve change orders in the amount not to exceed $36,422. Due to a decrease in the bid items, the final construction expenditure amount was $316,044.
