RECOMMENDATION
Staff recommends the Cultural Affairs Commission (CAC) consider and make a recommendation to the City Council regarding a proposal from Artist Laureate Katy Krantz regarding Phase II of a temporary art project for the vacant City-owned building at 11029 Washington Boulvard.
BACKGROUND / DISCUSSION
On September 11, 2023, the City Council passed a motion authorizing the City to purchase property at 11029 Washington Blvd. that had been operating as a gun store. The City Council’s motion included ensuring there was community involvement and repainting of the building. At this time, staff anticipates that the building will remain standing at least through June 2025.
On November 21, 2023, the CAC received a proposal by Artist Laureate Katy Krantz for a temporary art project at the building consisting of two phases. Based on that presentation, CAC recommended that the City Council approve Phase I of the temporary art project consisting of a painted mural on three sides of the building. On December 11, 2023, the City Council considered the recommendation and approved the project to commence and approved an amendment to the existing agreement with Katy Krantz in an amount not-to-exceed $14,000. Phase I was completed in January and February 2024. Feedback from the community regarding the mural has been mostly positive.
On May 28, 2024, the City Council considered the process to be used to determine the future use of the City-owned property at 11029 Washington Blvd. After discussion, the City Council requested that staff return to City Council with a proposal for its consideration of a robust community input process to determine the future use of the property. City Manager’s office staff plans to present the proposal at the September 9, 2024 City Council meeting for City Council’s consideration.
Staff and Artist Laureate Katy Krantz propose that Phase II of the mural be part of the community input process for the property. Public participation in the creation of the mural, led by Ms. Krantz, will be incorporated into a input-gathering community event at the building, in order to draw people to the event and encourage community participation.
At the July 16, 2024 regular meeting of the CAC, Katy Krantz made a verbal presentation regarding Phase II. Phase II focuses on the five trapezoidal frames on the building wall at pedestrian-level. CAC members made recommendations and asked questions regarding the proposed work. Ms. Krantz has incorporated the CAC feedback and will make a presentation to the CAC on August 20, 2024, including an update to the proposed budget for the project.
See Attachment 1 for a detailed project description, including overview of process and design, timeline and budget, and illustrations. Ms. Krantz anticipates that Phase II will be completed in December, 2024.
Staff supports the expenses for labor, paint, supplies, and installation from the Cultural Trust Fund (Fund 413) from Temporary Art Displays and Exhibits (PZ676). Estimated total expenses are $5,786.
FISCAL ANALYSIS
Costs for labor, painting supplies, and out of pocket expenses for Phase II would come from Fund 413, Temporary Art Displays and Exhibits (PZ676). There are currently sufficient funds in the City Council Approved Budget for Fiscal year 2024-2025 (Capital Improvement Projects) to pay up to $5,786 for this project. Staff time would be required to coordinate and oversee completion of the project.
