Nachbar (02/05/13) RECOMMENDATION: Staff recommends the City Council award a construction contract to Insituform Technologies, LLC (Insituform) as the lowest responsive and responsible bidder, for the construction of the Sewer Main Lining Rehabilitation Project (Phase 2 and 3), P- 906 and the Lining of the abandoned 10 inch sewer force main on Braddock Drive, P-984. BACKGROUND: Trenchless construction technology is a relatively new method used to rehabilitate sewer mains with minimum disruption to the public. Most of the sewer mains contained in this project are located along the rear property line easements where they are difficult to access and maintain. These sewer lines were constructed between the 1920’s and the 1940’s, and the CCTV inspection showed root damage, protruding laterals, offset joints, and other items requiring maintenance and repair. As part of this proposed project, approximately 15 miles (out of the total 90 miles of city sewer mains) are to be rehabilitated which includes all of city’s sewer mains in easement. DISCUSSION: The combined project was advertized for construction bids in the local newspaper, City’s website, and in trade journals. On December 13, 2012, the City Clerk’s office City of Culver City, California Agenda Item Report staff publicly opened bids. Three contractors responded with the following bid amounts: CONTRACTOR BID AMOUNTS 1. Insituform Technologies $3,479,199 2. Re-Pipe California $4,463,298 3. Southwest Pipeline and Trenchless $4,799,310 Staff reviewed the bid proposal of the apparent lowest bidder, Insituform, and found the bid documents responsive and complete. Insituform’s bid bond, contractor’s license, qualifications, and worker’s compensation insurance were reviewed and determined to meet City requirements. Insituform indicated to staff that their bid price is accurate because of its ability to manufacture their own lining material and the continuous ongoing large volumes of work throughout the United States. Staff contacted the other sewer agencies listed as references in Insituform’s bid documents and received favorable comments. Insituform is one of the leading trenchless technology firms in the United States. Due to Insituform’s exceptionally low bid prices and the available budget, it is recommended that additional sewer mains be included in the rehabilitation scope of work as follows (approximately 4 miles): 1. McConnell Ave.(Washington/Mildred) 2. Mildred Ave. (Washington/McConnell/ Neosho) 3. Alley N/ Washington Bl.(Boise/Colonial) 4. Alley N/ Washington Bl. (Grandview/Centinela) 5. Overland Ave. (Kelmore Rd to Jefferson) 6. Jefferson Ave. (Raintree Dr.to Overland) 7. Easement (Sentney/Reid) 8. Helms Ave.(National/Higuera) 9. Poinsettia Ct. (Higuera/Ince) 10. Maytime & Summertime Complexes (Jefferson/Overland) Insituform reviewed the additional work as requested by staff and has agreed to perform the extra work at the contract unit price plus minor additional cost for increased traffic control cost on arterial streets. The cost estimate for additional work to be added is $610,578. (See attached letter proposal from Insituform dated January 29, 2013). Construction management, construction inspection, and material testing services will be selected from the City Council approved on-call engineering firms through a competitive RFP process. Should the contract be awarded by the City Council. the proposed construction project will begin in the Spring 2013 and is expected to be completed by Summer 2014. City of Culver City, California Agenda Item Report Public Notification Prior to the start of construction, areas of impacted residents/businesses will be notified by letter and flyers. FISCAL ANALYSIS: The combined Phase 2 and Phase 3 sewer lining budget in the City Council Adopted Budget for Fiscal Year 2012/2013 is $7,000,000. Award a contract in the amount of $3,479,199 to Insituform as the lowest responsive and responsible bidder for the construction of Sewer Main Lining Rehabilitation Project (Phases 2 and 3), P-906 and Lining of the abandoned 10" sewer force main on Braddock Drive, P-984; and, City of Culver City, California Agenda Item Report 2. Authorize the Public Works Director/City Engineer to increase the construction contract with Insituform by an amount of $610,578 (17.5% of the base bid) for additional sewer rehabilitation; and, 3. Authorize the Public Works Director/City Engineer to expend an additional not to exceed amount of $410,223 (10% of the combined contract total amount) for unforeseen contingencies; and, 4. Authorize the City Attorney to review/prepare the necessary documents; and 5. Authorize the City Manager to execute such documents on behalf of the City.
