RECOMMENDATION
Staff recommends the City Council approve a three-year professional services agreement with Walker Parking Consultants to provide on-call consulting services on an as-needed basis, not to exceed $100,000 per year.
BACKGROUND
The City has used Walker Parking Consultants for several consulting projects over the last few years. These have included the Downtown Parking Study and the recent implementation of rate changes as a result of the study, audit services, assisting with the preparation of a Request for Proposals (RFP) for parking operator services and analyzing submittals, and assisting with the preparation of the RFP for new parking and revenue control system equipment and its subsequent award and implementation.
On occasion, City staff across various departments have the need to consult with a parking professional for parking equipment, operations, policy and planning needs. This is particularly true for the next several years as new City parking is constructed as part of the Parcel B, Ivy Station and Market Hall projects, as well as shifting existing parking around to accommodate construction. Staff feels it would be most efficient to have an agreement in place with a parking consultant to address these needs in a timely manner as they come up, without the added logistical burden of having a separate contract approved each time the need arises. Therefore, it is recommended that a three-year agreement for such on-call services be established.
DISCUSSION
Culver City Municipal Code Section 3.07.085 provides that the City may award purchase orders and contracts in any amount for professional or personal services without complying with the formal bidding procedures, provided that competitive quotations are obtained when practical, as determined by the City Manager. Walker Parking Consultants (Walker) is the largest parking consulting and parking design firm in the world with 15 offices in the USA, offices overseas, over 225 employees, and more than 12,000 completed parking projects. Based on Walker’s thorough understanding of the City’s existing parking assets and operations, staff recommends that the City continue to leverage this knowledge, and the City Manager has determined that competitive quotes are not practical in this case.
The services that Walker may provide include:
• Planning and feasibility studies that may address issues including parking supply/demand; alternatives to increase parking capacity and/or reduce parking demand; and the evaluation of site feasibility, shuttle bus analyses, transit-oriented developments, operations, wayfinding/pedestrian travel, parking equipment including parking guidance systems, on-street parking, and shared parking analyses.
• Parking facility financial planning services that include market and financial studies of prospective parking facility projects. Additionally, Walker will identify and evaluate methods of financing.
• To the extent not included in current agreements, advice related to access and revenue controls, plans for the replacement of existing parking equipment and/or the installation of new equipment; evaluations of parking facility management; development of parking operator request for proposals; review of parking operator proposals and selection of parking operators; evaluation of job descriptions, staffing analyses, organizational analyses, parking enforcement procedures, parking policies and strategies, compliance audits, employee training, and new business assistance; and development of standard operating procedures relating to parking.
• Full design services from schematic design through construction documents. This includes architecture; and structural, electrical, and mechanical engineering. If desired, Walker also provides construction administration services.
• Consultation services on new systems and retrofits of existing systems relating to lighting, passive security, signage, durability engineering, functional design, parking access and revenue control equipment, accessibility, and access and circulation design. Walker also develops specifications for facilities that it designs.
• Walker Restoration Consultants Division can perform comprehensive evaluations of existing parking structures and plazas. It prepares capital improvement plans for facility restoration; recommends measures to protect against corrosion; consults on upgrades performs structural investigations, seismic retrofits, and condition appraisals. Walker evaluates existing parking garages and identifies liabilities and ways to increase the asset value. It can also provide construction documents for building façade and parking facility restoration.
Should the City Council approve this on-call agreement, the administrative process would be handed as follows: (1) Walker will provide a detailed scope of service and cost estimate for any departmental requests for service under this agreement; (2) the Chief Financial Officer shall confirm sufficient appropriations are identified by the requesting department; and (3) the City Manager shall approve the request prior to commencement of work. The annual limit for this agreement will be $100,000 per year.
FISCAL ANALYSIS
During the term of this agreement, costs for as-needed consulting services will be borne within the requesting department’s approved budget, and will only be approved by the City Manager when sufficient appropriations are identified and verified. Total expenditure for such services shall not exceed $100,000 per year.

That the City Council:
1. Approve a three-year professional services agreement with Walker Parking Consultants to provide on-call consulting services on an as-needed basis in an amount not-to-exceed $100,000 per year; and,
2. Authorize the City Attorney to review/prepare the necessary documents; and,
3. Authorize the City Manager to execute such documents on behalf of the City.
