RECOMMENDATION:
Staff recommends the City Council authorize the filing of an application with the US
Department of Justice, Bureau of Justice Assistance, Edward Byrne Memorial
Justice Assistance Grant (JAG) Formula Program funds under the American
Recovery and Reinvestment Act of 2009 (ARRA), approve a Memorandum of
Understanding (MOU) with the City of Los Angeles which will act as the fiscal and
reporting agent for the grant.
BACKGROUND:
The City Council directed staff to seek grants under the American Recovery and
Reinvestment Act of 2009 (ARRA) (also know as the “economic stimulus package”).
The Department of Justice, Bureau of Justice Assistance, has determined that
Culver City is eligible to receive ARRA funds through a statutory formula that is
based on crimes reported to the state. Culver City’s allocation is $90,336 as
determined by this formula.
The City of Los Angeles has been designated as the fiscal agent for this grant, and
Culver City is considered a disparate jurisdiction with 78 other jurisdictions in
Southern California. Los Angeles will be responsible for coordinating the application
process and the overall management and monitoring of the grant. The funded
amount will be subject to administrative costs incurred by Los Angeles.

DISCUSSION:
The Police Department’s staff recommends the funds be used to install video and
monitoring cameras in the police department’s jail. The installed system will
modernize and update the jail’s safety and security and provide for greater
management oversight of jail operations.
The deadline to submit the program narrative, scope of work and budget narrative to
the City of Los Angeles is April 15, 2009.
Additionally, the City of Los Angeles is requiring each jurisdiction to execute an MOU
which will acknowledge the following points:
1. Funding is in the amount of $90,336 or less;
2. Culver City will submit quarterly reports to the City of Los Angeles;
3. City of Los Angeles is the fiscal agent for the grant; and,
4. The proposed project fulfills the objectives of this award (including preserving
and creating jobs).
FISCAL ANALYSIS:
No matching funds are required by the City. However, there are strict financial
reporting requirements and other program documents which must be executed
before funding is made available, including the execution of the MOU with the City of
Los Angeles.
A preliminary estimate by New Cal Electric Company for installation of a video and
monitoring system was $121,742. Should the City Council approve this request,
staff will seek competitive bids and match system requirements with awarded grant
funds. In the event the estimated costs for the minimum requirements of a
competent system exceed grant funds, the Police Department intends to use asset
seizure funds to accomplish the installation. Such a contract would be presented to
the City Council for the Council’s consideration and potential award, and a budget
amendment will be included at that time to appropriate the necessary funding.

That the City Council:

Formula Program funds under the American Recovery and Reinvestment Act of
2009 (ARRA); and,
2. Approve a Memorandum of Understanding (MOU) with the City of Los Angeles to
act as the fiscal/reporting agent for this grant; and,
3. Authorize the City Attorney to review/prepare the necessary documents; and,
4. Authorize the City Manager to execute such documents on behalf of the City.
