RECOMMENDATION:
That the City Council uphold Planning staff’s recommended amendment to Condition
No. 43 of the Planning Commission approved Conditional Use Permit, CUP P-
2005019 and Administrative Use Permit, AUP P-2005018 that allows the
establishment of a private school with tandem parking at 3939 Landmark Street in
the Light Manufacturing (M-1) Zone (Draft City Council Resolution – Attachment No.
7).
BACKGROUND:
On June 8, 2005, the Planning Commission opened the public hearing for a
Conditional Use Permit and Administrative Use Permit request to allow a private
school to operate at 3939 Landmark Street (June 8, 2005, Planning Commission
Staff Report – Attachment No. 11). Due to the California Environmental Quality Act
(CEQA) mandated public review period, the Commission could not act on the project
that evening and after hearing public testimony, continued the hearing to July 13,
2005 (July 13, 2005, Planning Commission Staff Report – Attachment No. 11). On
July 13, 2005, the Commission approved the project; in conjunction with that
approval and pursuant to CEQA guidelines, the Commission adopted a Mitigated
Negative Declaration (MND) after finding that the proposed project will require
mitigation measures to reduce certain impacts on the environment (MND –
Attachment No. 6).

One of the mitigation measures requires the installation of a traffic signal at the
intersection of Washington Boulevard and Landmark Street. At the July 13
th
Commission meeting, the Commissioners expressed concern that a westbound left
turn pocket on Washington Boulevard should be required in addition to the traffic
signal. They stated that idle vehicles waiting to turn left onto Landmark Street would
create congestion and potential hazards for west bound through traffic along
Washington Boulevard. The project’s traffic study (Attachment No. 9) and the City’s
Traffic Engineer concurred that a left turn pocket was not necessary to mitigate
potential impacts created by the project. However, the City’s Traffic Engineer did
state that such a roadway feature would be helpful with traffic flow.
The Commission then discussed the necessity to eliminate a parking lane if a left
turn pocket is installed. Staff informed the Commission that Howard Industries on
the north side of Washington Boulevard had expressed concern over potential
elimination of the parking lane adjacent to their property. They stated that they use
the westbound parking lane as a queuing lane for delivery trucks waiting to enter
their site. Howard Industries reported that main usage of the parking lane for
queuing occurs from about 6 AM to 3 PM. Commissioners asked if the eastbound,
south parking lane could be eliminated, especially since the auto dealership sites
adjacent to the eastbound parking lane (and at the intersection with Landmark
Street) are vacant. Staff responded that the south (or eastbound) parking lane could
be eliminated just as well the north (or westbound) parking lane, in order to
accommodate the left turn pocket. The Commission voted to approve the project
with an amendment to Condition No. 43 (which requires the traffic signal) adding a
requirement for a left turn pocket.
Following the Planning Commission meeting, Brentwood Capital, owner and
developer of the vacant auto dealerships on the south side of Washington
Boulevard, told staff that in order for their future development to be successful, they
would need the parking lane. They have expressed an interest in potential
construction of a mixed use project that would include street level commercial/retail
space and upper level residential units. Staff initiated discussions between the
Applicant, Brentwood Capital, and Howard Industries to see if there could be a
resolution that all parties would accept. Staff then returned to the Planning
Commission on August 10, 2005, to seek clarification on which parking lane should
be eliminated (August 10, 2005, Memo - Attachment No. 12).
Originally, staff was going to recommend that the Commission state clearly that the
south side parking lane be taken out. Due to ongoing discussions with all parties
involved, staff recommended on August 10
th
that the Planning Commission clarify
Condition No. 43 such that they direct staff to work with all parties involved in
minimizing impacts resulting from the installation of the left turn pocket and not City of Culver City, California

designate elimination of parking on one side or the other. The Planning Commission
agreed with staff and Condition No. 43 of Planning Commission Resolution No.
2005-P013 (Attachment No .10) is worded to reflect this clarification.
Subsequent discussions with the Applicant, Appellant (Howard Industries), and
Brentwood Capital did not lead to a definitive resolution or decision as to which
parking lane would be eliminated. On September 12, 2005, Howard Industries
submitted an appeal (Attachment No. 13). They did not appeal the project as a
whole and did not wish to see a reversal of the Planning Commission approval. The
appeal is related to Condition No. 43, specifically the potential for the elimination of
the north parking lane to make room for the Planning Commission required left turn
pocket.
DISCUSSION:
After submittal of the appeal, staff continued discussions with the Applicant and
Appellant to see if a compromise could be reached satisfying both parties and the
City. Resulting from these discussions was a letter, jointly signed by the Applicant
and the Appellant, and submitted to the City on November 1, 2005 (Attachment No.
14). The letter contains proposed amended language for Condition No. 43 that
requires the Applicant to post a bond with the City to cover the cost of installation of
the left turn pocket. The amended condition also requires the applicant to prepare a
study on the necessity of the left turn pocket within 12 months of the school’s
opening and to recommend a lane configuration if the study determines that the left
turn pocket is required. The 12 month delay is required so that the Applicant can
monitor traffic flows created by the school over time.
The bond would be returned to the applicant if no such left turn lane is deemed
necessary by the City within four years following final approval of the Project (the
date the City Council votes on the appeal). The reason for the four year limit is that
within this time frame, several developments (such as Brentwood Capital’s proposal,
Turning Point School Expansion, and the Specific Plan for the area) are expected to
commence with entitlements and/or City approvals. It is anticipated that given the
cumulative traffic impacts for all these projects, including Park Century School, a left
turn pocket will be required to mitigate traffic impacts.
Further, during this time frame, the Appellant and Applicant hope that a final lane
configuration is approved for the left turn pocket, assuming a left turn pocket is
required. This could mean some street dedication, a narrowing of the sidewalks, or
a combination of the two. Because no entitlement requests (other than Park Century
School and Turing Point) are currently in the system, it cannot be determined at this
time which side of the street should be modified in order to accommodate the left City of Culver City, California

turn pocket, should it be needed. There are unknown variables. The bond and
study are required to ensure that the school is able to open, even if the left turn
pocket has not been installed, while still maintaining responsibility for the left turn
pocket installation, should it be needed.
Both parties agree with this revised condition; staff believes that the spirit of the
Planning Commission’s intent and sufficient protection for the City are achieved
through this proposed amended language.
ENVIRONMENTAL DETERMINATION
Pursuant to CEQA guidelines this project has been determined to have less than
significant impacts on the community provided certain mitigations are incorporated; a
Mitigated Negative Declaration (MND) was adopted by the Planning Commission on
July 13, 2005. Specifically, the increased number of vehicle trips for the school and
the exposure of persons to noise levels in excess of standards established in the
General Plan were identified as potentially significant unless mitigated. Several
mitigations have been proposed as conditions of approval; Attachment No. 6
identifies the specific mitigation measures.
The left turn pocket was not a required mitigation and was a revision to the
Conditions of Approval as a whole, and not to the MND. Further revision pertaining
to the left turn pocket as recommended by staff, will not affect the already adopted
MND.
FISCAL ANALYSIS:
As an industrial use, the site generates property taxes for the City, the
Redevelopment Agency, and other non-city agencies. Normally, this revenue
source would be eliminated because the applicant, Park Century School, is a not-for-
profit entity. However, the applicant agreed to pay annually, the property taxes that
would normally be generated for the City and the Redevelopment Agency had an
industrial use continued on the site. The applicant has agreed to pay property taxes
due to the City and the Redevelopment Agency; this condition is included in
Planning Commission approved Resolution No. 2005-P013 (Attachment No. 10) as

CONCLUSION
The Planning Commission, after discussing both traffic and fiscal impacts (the non-
profit status of the Applicant) approved the project. They felt that with all mitigations,
the inclusion of a left turn pocket, and the acceptance by the school to pay the
property tax, the project would, overall, be a benefit to the City. The Appellant did
not disagree with the merits of having a school locate on the project site and was not
opposed to the project. Staff believes the contents in the joint letter agreement will
achieve an acceptable outcome for all parties.

THEREBY AMENDING CONDITION NO 43 (RELATING
TO INSTALLATION OF A LEFT TURN LANE) OF

WHEREAS, on March 10, 2005, an application was filed for a Conditional Use
Permit and Administrative Use Permit for the establishment of a private school with tandem
parking at 3939 Landmark Street, being Lot 12 and a portion of Lot 13 of Tract No 29708, in
the Light Manufacturing (M-1) Zone and,
WHEREAS, on June 8, 2005, the Planning Commission opened a duly noticed
public hearing for Conditional Use Permit, CUP P-2005019 and Administrative Use Permit,
AUP P-2005018, for the establishment of a private school and continued the hearing to July
13 2005, in order to comply with the required public review period as stipulated in the
California Environmental Quality Act (CEQA), and,
WHEREAS, on July 13 2005, the Planning Commission continued the duly
noticed public hearing on Conditional Use Permit, CUP P-2005019 and Administrative Use
Permit AUP P-2005018, fully considering the applications, site plans, staff reports,
environmental information and all testimony presented, and,
WHEREAS, in accordance with CEQA, the City provided public notice of the
intent to adopt a Mitigated Negative Declaration for this project and based upon the initial

study, public comments, and the record before the Planning Commission the project was
determined to not have a significant adverse impact on the environment provided certain
mitigations are required, and the Planning Commission hereby adopted a Mitigated Negative
Declaration and,
WHEREAS, on July 13, 2005, following conclusion of the public discussion and
thorough deliberation of the subject matter, the Planning Commission determined by a vote
of 3 to 1 that Conditional Use Permit, CUP P-2005019 and Administrative Use Permit, AUP
P-2005018, should be conditionally approved and adopted Resolution No 2005-P013, and,
WHEREAS, No new information has been provided regarding the project or any
potentially significant environmental impacts since approval of the Mitigated Negative
Declaration by the Planning Commission, therefore, no further environmental action is
required, and,
WHEREAS on September 12 2005, Howard Industries submitted an appeal to
Conditional Use Permit, CUP P-2005019 and Administrative Use Permit, AUP P-2005018,
requesting reconsideration of certain aspects of Condition No 43, relating to the installation
of a left turn pocket on westbound Washington Boulevard at the intersection with Landmark
Street, of the Planning Commission Conditions of Approval as stated in Planning
Commission Resolution No 2005-P013 and
WHEREAS discussions with the Applicant, Appellant, and City staff have lead
to proposed modifications to Condition No 43 that are acceptable to all parties and,
WHEREAS, on November 14 2005, at its regular meeting, a duly noticed public hearing the
City Council heard the appeal and proposed modifications to Condition No 43 of Planning
Commission Resolution No 2005-P013, gave an opportunity for all interested parties to

28speak and after consideration of all testimony, determined to uphold the appeal approving
certain modifications to Condition No 43 of Planning Commission Resolution No 2005-

NOW, THEREFORE the City Council of the ' City of Culver City California,
DOES HEREBY RESOLVE as follows|109| That no new information has been made available since Planning
Commission adoption of the Mitigated Negative Declaration, which finds Conditional Use
Permit, CUP P-2005019 and Administrative Use Permit, AUP P-2005018 will not have a
significant effect on the environment provided certain mitigation measures are incorporated
into the Conditions of Approval, therefore no further environmental action is required|109| That the Appellant has demonstrated and the Applicant and City staff
concur that the nature of the project is an appropriate basis for modifications to Condition of
Approval No 43, related to the installation of a left turn pocket on westbound Washington
Boulevard at the intersection with Landmark Street
3 That based on the foregoing the City Council does hereby uphold the
appeal thereby amending Condition No 43 of Planning Commission Resolution No 2005-
P013 as set forth below
The applicant shall install a traffic signal at the intersection of Washington
Boulevard and Landmark Street The new traffic signal shall be connected to
the City s ATSAC system, contain a battery backup system and shall be
installed with a Transit Priority System (this is a mitigation measure) The
applicant shall a lcft turn pocket along westbound Washington
The applicant shall conduct
and complete a traffic study ( 'Traffic Study ) within 12 months following the
commencement of school operations (considered to be the first day of
classes) or at an earlier date as determined by the Planning Manager The

28scope of the Traffic Study shall be determined by the City's Traffic Engineer
and the Planning Manager The Traffic Study shall examine the need for a
left turn lane on Washington Boulevard at Landmark Street, shall make a
recommendation as to whether a left turn lane is required and, if required,
shall recommend a configuration for the left turn lane The Traffic Study shall
be subiect to review and approval by the Planning Division and the Public
Works/Enqineenng Department Prior to issuance of a building permit, the
applicant shall post a bond with the City, in a form satisfactory to the Public
Works/Enqineennq Department, in the amount of twenty five thousand dollars
($25,000 00) to pay the cost of implementing a left turn lane on Washington
Boulevard at Landmark Street should the City decide to implement such a left
turn lane within a four (4) year period following the issuance of a Certificate of
Occupancy The bond shall be returned to the applicant if no such left turn
lane is deemed necessary by the City within four (4) years following the
issuance of a Certificate of Occupancy

As requested, we have been collecting and reviewing the available information on potential
air toxics emissions within the area surrounding the proposed site for the Park Century School
to be located at 3939 Landmark Street, Culver City (the "site") This review is designed to
assist us in determining if there is a need for further assessment of potential health impacts
from air tomes in the area of the proposed school Consistent with the voluntary guidelines
presented in Chapter 4 of the South Coast Air Quality Management District's ( SCAQMD )
Air Quality Analysis Guidance Handbook', our review has focused on identifying any
industrial activities within the area surrounding the proposed school site that might be
releasing toxic air contaminants in amounts that could potentially be of concern If any such
release is identified, we would then quantify the potential impacts at the school site using
common health risk assessment methodologies
Based on the information obtained from the SCAQMD and California Air Resources Board
( CARB ) regarding facility emissions, and focusing on the most likely significant emitters,
we have not identified any source of air tomes in the neighborhood that has the potential to be
a significant nsk factor warranting further evaluation and quantification We are continuing
our review of facilities, but those remaining to be reviewed appear less likely to have air toxic
emissions
BACKGROUND
We have relied on a hierarchy of information to identify potential sources of air tomes in the
neighborhood The first tier was a list of all business within 1,000 feet of the site that was
prepared by Slcyers & Associates in response to a request by the Culver City Community
Development Department (attached) Simple inspection of this list shows a number of
businesses that would not be expected to use chemicals of any type in any large amount or be
a source of chemical emissions Retail establishments, radio stations, and business offices, for

example, fit this definition These facilities were not reviewed further Significantly, there
were no facilities on the list that are busmesses identified by SCAQMD 2 as major sources of
air tomes (e g , battery manufactunng, dye casting, electroplating, petroleum refining,
photography, etc ) Other facility descriptions (e g , pamt shops), although not identified by
the SCAQMD as likely sources of significant air emissions, were presumed to be potential
sources of chemical release pending additional information and became the focus of our
review
The second tier of information was a list of facilities with permits (or applications for permits)
to operate equipment that might release chemicals, but not necessarily air tomes, within one-
quarter or one-half mile of the site, as compiled by the SCAQMD This information is
contained in a letter from the SCAQMD to Ms Karen Spinney of CNS Environmental, Inc ,
dated May 19, 2004 (attached) The list, as identified by name, includes schools, fire stations,
paint shops, auto repair shops and other less readily identified business activities Fifteen
sites were within one-quarter mile, the size of the area identified by the SCAQMD 3 m its
guidelines An additional nineteen sites were within one-half mile Although they are of
secondary interest, these more distant facilities were also screened for potential air toxic
emissions It is our opinion that this list represents the most complete identification of
facilities with some type of air emissions, potentially including toxic air contaminants, since it
is the SCAQMD s responsibility to regulate sources of air emissions Sources of emissions
not known to the SCAQMD would presumably be operating illegally
FINDINGS
We used the SCAQMD list of permitted facilities to query the database maintained by CARB
CARB coordinates the activities of local air quality agencies, including the SCAQMD, and
collects information on the emissions of chemicals from California industrial facilities
Significant sources of air toxic contaminants should be identified within the CARB database
and facilities not on the list are probably not generating sigruficant toxic air contaminants
The database contained information on five (three within one-quarter mile) of the facilities
identified by the SCAQMD The database identified the following

The CARB database mformation provided important clues to identifying potentially
significant facilities for our review First, the database captures important sources of air
emissions, the very few facilities identified in the CARB database serves to focus attention on
facilities with the potentially largest contnbution to air emissions Second, the total amount
of emissions for each facility is presented It is important to note that this total, while it may
contain specific toxic air contaminants, is predominately compnsed of chemicals with low
toxicity This determination can, m general terms, be refined by whether or not a health risk
assessment had been required for the facility Facilities with potentially significant releases of
toxic air contaminants are required to prepare health risk assessments under California's
'Toxic Hot Spot (AB2588) regulations Only one of the facilities, Cytech Fibente, had
apparently been required to do so in 1996 and that fact would make this a high priority facility
for our review However, as noted below, this facility is no longer in operation in the area
The final source of information is the individual facility files maintained by the SCAQMD
These files form the basis for the initial list of facilities and contain all of the information on
equipment, chemical use, details of facility inspections conducted by the SCAQMD and, for a
few facilities, complaints regarding facility emissions The files of facilities closest to the site
have been prioritized for review, specifically those within one-quarter mile Within this group
the file for Cytech Fibente was the highest pnonty Individual facility files were requested
through the procedures established by SCAQMD and copied by Ms Mary Hamson
Those reviewed to date include the following
Adam Paint Shop (8931Y2 National Blvd, Los Angeles) This facility is approximately 0 2
miles to the northwest of the site The facility paints and stains wooden shutters The
SCAQMD permits three spray paint booths and one stain dip tank Emissions from the spray
booths are controlled and maximum emission limits are in place Total chemical usage is low
and the SCAQMD routinely monitors compliance The causes of past complaints (e g,
chemical odor, release of dusts in the immediate vicmity) were reported as being correctedGEOIVIATRIX

Beverly Hills Body (8951 Venice Blvd, Los Angeles) This facility is a little less than 0 2
miles to the west of the site It has a permit from the SCAQMD for a paint spray booth used
in the repair of automobiles Emissions from the booth are controlled Maximum paint usage
is two gallons per day
The release of toxic air contammants, if any, from this facility would be negligible in terms of
quantity and there would be no reason to expect impacts on air quality at the school site
AAA Flag & Banner Mfg Co (8951 National Blvd, Los Angeles) This facility is a little
more than 0 2 miles to the northwest of the site The facility manufactures banners and flags
through screen pnntmg followed by oven drying The SCAQMD permits are in place for
pnntmg and drying equipment, as necessary Emissions of volatile organic chemicals
associated with inks, lacquer thinner and acetone are limited by permit conditions
Histoncally, numerous complaints related predominately to odor in the immediate vicinity
have been lodged against the facility The SCAQMD was very involved in responding to the
complaints and it appears that corrective measures (i e, an increase m stack height)
eliminated the complaints
The release of toxic air contaminants, if any, from this facility would be negligible in terms of
quantity and there would be no reason to expect impacts on air quality at the school site
Glassers Automotive Repair (8750 Washington Blvd , Culver City) This facility is slightly
less than 0 2 miles to the north of the site The SCAQMD permits are in place for an
automobile paint spray booth The total amount of paint that may be used in any one day is
limited to three gallons and the spray booth controls particulate emissions
The release of toxic air contaminants, if any, from this facility would be negligible m terms of
quantity and there would be no reason to expect impacts on air quality at the school site
Cytec Fib erite (3512 Helms Ave , Culver City) This facility was approximately 0 2 miles to
the east of the site Consistent with the CARB database described above, this facility had a
number of permits with the SCAQMD and likely had a complex emission profile All of the
permits are currently inactive and the facility is described as "out of business

This report documents the results of a traffic study conducted by Kaku Associates Inc to
evaluate the potential traffic impact of the proposed Park Century School Project at 3939
Landmark Street in Culver City California This document includes a description of the
assumptions and methods used to conduct the study as well as discussion of the results
PROJECT DESCRIPTION
The project as proposed involves the conversion of an existing industrial warehouse building to
a private elementary school The industrial building is now being used as studio production and
office space
The Park Century School is currently located at 2040 Stoner Avenue in the City of Los Angeles
It serves an enrollment of 60 students with learning disabilities The school will relocate to the
existing industrial building located at 3939 Landmark Street in the City of Culver City Figure 1
illustrates the location of the proposed future school site in relation to the surrounding street
system The school would open with an enrollment of 80 and ultimately serve a student
population of 120 in a combination of required offset start and dismissal times when the school
enrollment exceeds 80 students It is expected that the maximum enrollment of 120 students
would not be reached until 2008 The site plan for the proposed school as shown in Figure 2
includes approximately 47 on site parking spaces of which 16 would be tandem parking
spaces Approximately two thirds of the 47 spaces are designed for regular vehicles and the
other one-third of spaces (i e 13 spaces) are for compact vehicles Student loading and
unloading would take place on-site adjacent to the school building In addition a 20-foot
emergency fire access point with a connection to Lit-1dblade Street is planned at the northwest
corner of the parking lot

/STUDY SCOPE
The study analyzed the potential project-generated traffic impacts on the street system
surrounding the project site The following traffic scenarios were analyzed for the weekday a m
midday school dismissal hour (2 to 3 p m) and p m peak hours
• Existing Conditions (2004) - Analysis of existing traffic conditions provided a basis for the
remainder of the study The existing conditions analysis includes an assessment of
streets traffic volumes and current operating conditions
• Cumulative Base Conditions (2008) - Future traffic conditions without the proposed project
were developed for the year 2008 The objective of this analysis was to project future
traffic growth and operating conditions that could be expected to result from regional
growth and related projects in the vicinity of the project site by the year 2008
• Cumulative plus Project Conditions (2008) - This traffic sc' enano provides projected traffic
volumes and an assessment of operating conditions under future conditions with the
addition of project-generated traffic The potential impacts of the proposed project on
future traffic operating conditions were then identified
Seven intersections were analyzed for the traffic scenarios descnbed above The seven study
intersections shown in Figure 1 are as follows

The study includes an analysis of potential project impacts on the regional highway and transit
systems in accordance with requirements of the Los Angeles County Congestion Management

Finally the study evaluates the adequacy of the proposed future on-campus parking supply to
accommodate projected campus parking demands Future student pick up and drop-off
procedures and issues of site access for the school were also evaluated
ORGANIZATION OF REPORT
This report is divided into the following seven chapters

• Chapter ll describes the existing circulation system traffic volumes and traffic conditions
within the study area Chapter II also describes the existing Park Century School access
and circulation system and analyzes existing parking conditions on the campus
• Chapter III describes the methodologies used to develop future cumulative traffic
forecasts and project traffic volumes
• Chapter IV presents an assessment of potential traffic impacts on intersection
operations discusses potential mitigation measures and provides an assessment of
those measures effectiveness
• Chapter V contains an analysis of potential impacts of the project on campus parking
conditions and an evaluation of future pick-up and drop-off procedures and internal
circulation
• Chapter VI contains the results of the Congestion Management Program regional
transportation system impact analysis for the project

A data collection effort was undertaken to develop analysis of existing transportation conditions
within the study area The preliminary assessment of conditions relevant to this study includes a
description of the street system previous traffic volumes on these facilities and operating
conditions of analyzed intersections
EXISTING FREEWAY AND STREET SYSTEM
As shown in Figure 1 access to the project site would be provided by Landmark Street via
Washington Boulevard Landmark Street is a two-way street with one travel lane in each
direction Washington Boulevard is a major arterial with two lanes in each direction The study
area for this analysis is bounded by Hughes Avenue on the west National Boulevard on the
north Robertson Boulevard on the east and Washington Boulevard on the south
Robertson Boulevard and National Boulevard are the nearest major roadways to the north and
south while Washington Boulevard and Venice Boulevard are the nearest major roadways to
the east and west Regional access to the site is provided by Santa Monica Freeway (I-10)
The Santa Monica Freeway runs east-west less than one-quarter of a mile north of the project
site Access to the Santa Monica Freeway can be obtained via ramps at Robertson Boulevard
National Boulevard and Exposition Boulevard Additional streets serving the project site and the
surrounding study area include Exposition Boulevard Culver Boulevard Higuera Street and
Lindblade Street Table 1 includes a description of the above key roadways in the vicinity of the

traffic counts were collected at the seven study intersections in September and October 2004
These weekday traffic volumes illustrated in Figure 3 represent existing 2004 conditions for the
purposes of this analysis Appendix B contains the detailed traffic count data
Intersection Level of Service Standards and Methodology
Level of service (LOS) is a qualitative measure used to describe the condition of traffic flow
ranging from excellent conditions at LOS A to overloaded conditions at LOS F LOS D is
typically recognized as the minimum acceptable service level in urban areas Of the seven
analyzed intersections, six intersections are currently controlled by traffic signals The
intersection of Landmark Street and Washington Boulevard is stop-controlled on the northbound
approach Four of the seven intersections are located within the jurisdiction of the City of Culver
City including Roberson Boulevard/Higuera Street & Washington Boulevard National Boulevard
& Washington Boulevard Landmark Street & Washington Boulevard and Culver Boulevard &
Washington Boulevard/Main Street The remaining three intersections fall within the jurisdiction of
the City of Los Angeles
The Intersection Capacity Utilization (ICU) method of intersection analysis was used to
determine the intersection volume-to-capacity (V/C) ratio and corresponding level of service for
the given turning movements and intersection characteristics at the three signalized
intersections located in the City of Culver City A capacity of 1 600 vehicles per lane per hour

intersections located in the City of Los Angeles were evaluated using the Critical Movement
Analysis (CMA) method as required by the City of Los Angeles The CALCADB software
package developed by Los Angeles Department of Transportation (LADOT) was used to
implement the CMA method at these three intersections
All six signalized intersections are currently controlled by the City of Los Angeles Automated
Traffic Surveillance and Control (ATSAC) system In accordance with LADOT procedures a
capacity increase of 7% (0 07 V/C adjustment) was applied to reflect the benefits of ATSAC
control at the six signalized intersections
The Two Way Stop-Controlled methodology from the 2000 Highway Capacity Manual was
used to determine the average vehicle delay (in seconds) and the corresponding level of service
for the stop-controlled study intersection of Landmark Street & Washington Boulevard The
level of service definitions for the stop-controlled intersection are summarized in Table 3
Existing Peak Hour Intersection Levels of Service
The existing traffic volumes presented in Figure 3 were analyzed using the intersection capacity
analysis methodology described above to determine the current operating conditions at the
seven study intersections Table 4 summarizes the existing weekday morning peak hour
midday peak hour and afternoon peak hour V/C ratio and corresponding level of service at the
analyzed intersections As indicated in Table 4 three of the seven study intersections in the
vicinity of the project site are currently operating at an acceptable level of service i e LOS D or
better in all three analyzed peak periods
EXISTING PUBLIC TRANSIT SERVICE
Existing public transit services that operate in the project area include bus routes of Los Angeles
County Metropolitan Transportation Authority (MTA) system LADOT Commuter Express

riIII FUTURE TRAFFIC PROJECTIONS
In order to evaluate properly the potential impacts of the proposed project on the street system
it was necessary to develop estimates of future traffic conditions in the study area both with and
without the project Future traffic volumes were first estimated for the study area without the
project These future forecasts reflect traffic increases due to general regional growth and traffic
expected to be generated by other specific developments in the vicinity of the project and
represent cumulative base (no project) conditions Incremental project traffic was then
estimated and separately assigned to the surrounding street system The sum of the
cumulative base and project-generated traffic represents the cumulative plus project conditions
Development of each of these future traffic scenarios is described in this chapter
CUMULATIVE BASE TRAFFIC PROJECTIONS
Regional Growth and Related Projects
The cumulative base traffic projections reflect growth in traffic over existing conditions from two
sources growth in the existing traffic volumes to reflect the effects of overall regional growth
and development outside the study area and traffic generated by specific projects located
within or in the vicinity of the study area
Existing traffic volumes was adjusted by a growth factor of 1% per year to reflect changes in
regional growth and development in the between 2004 and 2008 This results in a projected
adjustment of 4% over existing conditions The second element in the development of the
cumulative base traffic forecasts is the consideration of the effects of specific projects in the
vicinity of the project study area The list of these related projects were obtained from the Cities
of Los Angeles and Culver City and Los Angeles County A total of 36 related projects were
identified as shown in Table 5 The locations of these related projects are shown in Figure 4

LOCATION OF RELATED PROJECTSTrip Generation Trip generation estimates were developed using trip generation rates
contained in Tnp Generation 7Th Edition (Institute of Transportation Engineers 2003) The
relevant trip generation estimates are summarized in Table 5 A shown in Table 5 the related
projects are projected to generate a total of 46 738 daily trips of which approximately 3 702
tnps occur during the morning peak hour 2 383 during the midday peak hour and 4 710 during
the afternoon peak hour
Trip Distribution The geographic distribution of the traffic generated by the cumulative
projects depends on several factors These factors included the type and density of the
proposed land uses the geographic distribution of population from which the employees and
potential patrons of the proposed developments are drawn and the location of these related
projects in relation to the surrounding street system Using the factors mentioned the
distnbution patterns were developed and used for the related projects
Trip Assignment Using the trip generation estimates and trip distribution patterns described
above traffic generated by the related projects was assigned to the street network Future base
traffic volumes were then added to the existing traffic volumes after the adjustment for areawide
growth to represent cumulative base conditions (i e future conditions without the proposed
reconfiguration project) which are illustrated in Figure 5
PROJECT TRAFFIC VOLUMES
The development of traffic generation estimates for the proposed project involves the use of a
three-step process similar to that discussed above for the cumulative projects including traffic
generation trip distribution trip distribution and traffic assignment
Protect Trip Generation
To develop existing school traffic volumes manual turning movements counts were collected at
the existing school driveways on Stoner Avenue during the morning drop offs from 8 to 9 a m
and on Friday during the one-time midday dismissal hour from 2 to 3 p m (which is the only
weekday when the entire school is dismissed at the same time) Both counts were conducted in

CUMULATIVE BASE PEAK HOUR TRAFFIC VOLUMESJune 2004 With the current enrollment of 60 students and 36 staff members (33 on-site), the
school generated 124 morning peak hour trips (74 inbound 50 outbound) from 8 to 9 a m and
92 midday peak hour trips (42 inbound 50 outbound) Future school trip generation during the
afternoon peak hour (4 to 5 p m) was estimated based on the trip generation rates/equations
for a 120-student private school from ITE s Trip Generation 7th Edition
The existing school tnp generation was then factored proportionally to reflect future trip
generation for the 120 students and 47 staff estimated to be present by year 2008 without any
consideration of an offset in the arrival and dismissal schedule This resulted in 625 daily tnps,
including approximately 225 morning peak hour trips (127 inbound 98 outbound) and 180
midday peak hour trips (84 inbound 96 outbound)
When the school enrollment exceeds 80 students a proposed offset school schedule would be
introduced to students and staff to divide them Into three groups Group 1 with 47 staff only
Group 2 with 72 students and Group 3 with 48 students Due to the changes in school traffic
arrival patterns, future school trip generation during the morning peak periods would be greatly
reduced as described below
School hours are currently from 8 30 a m to 2 p m from Monday to Thursday and 9 a m to 2 30
p m on Friday The current school arnval pattern (with 60 students and 36 staff) during the
morning peak hour was developed based on the five-minute counts from 7 30 to 9 30 a m at the
existing school site at 2040 Stoner Avenue on Wednesday June 2 2004 As shown in Table 6A
a total of 74 inbound and 50 outbound vehicles were observed to access the school site dunng
the school s morning peak hour from 8 to 9 a m With scheduled school start time at 8 30 a m
approximately 58% of the 74 peak hour inbound trips arrived before the start time and 42%
arnved later than 8 30 a m Approximately 52% of the 50 peak hour outbound vehicles dropped
off their students and left before 8 30 a m and 48% left later than 8 30 a m The existing school
inbound and outbound trip estimates during the morning peak hour were then factored
proportionally to develop future school traffic arrival patterns for the 120 students and 47 staff
estimated to be present by year 2008 as shown in Table 6B (for future conditions without the
staggered schedule) The resulting school trip generation without the offset start and stop
schedule was estimated to be 129 inbound and 98 outbound trips during the morning peak hour
from 8 to 9 a m

21With the implementation of the staggered school schedule 47 staff members (Group 1) would
start at one time (8 a m) during the morning peak hour and students would be divided into two
groups with scheduled start times for 72 students at 8 15 a m (Group 2) and for the other 28
students at 8 45 a m (Group 3) As shown in Table 6C with the application of the existing school
arrival pattern (arnval percentages based on five-minute counts indicated in Table 6B) individually
to each group future school arrival patterns were developed for Group 1 Group 2 and Group 3
Similarly existing school departure patterns (departure percentages) shown in Table 6B for
school outbound vehicles after drop offs were applied individually to the two student groups
Future outbound traffic generated by the staff members dunng the morning peak period would be
minimal
The sum of the school inbound and outbound trips from all three groups during the morning peak
hour represents new school peak hour trip generation estimates As indicated in Table 6C the
school would generate an estimated 101 peak hour inbound trips and 89 peak hour outbound trips
dunng the typical morning peak periods from 7 to 9 a m
The new school trip generation for the three school peak periods with the schedule offset is
summanzed in Table 7 As indicated under future conditions in year 2008 with the ultimate
enrollment of 120 students and 47 staff the school is projected to generate approximately 625
daily trips including approximately 190 trips during the a m peak hour (101 inbound 89
outbound) from 7 50 to 8 50 a m Under these same conditions the school is projected to
generate approximately 180 trips during the midday school dismissal hour from 2 00 to 3 00
p m (84 inbound 96 outbound) and 20 trips during the p m peak hour (nine inbound 11
outbound)
Credit was taken for the existing land use on the project site currently in operation that would be
replaced by the proposed project The existing land use is a studio production and office
building with an area of 37 000 square feet Data collection to develop the peak period traffic
volumes for this office building was conducted at the building access driveway on Landmark
Street in June 2004 As shown in Table 7 the land use to be removed currently generates
approximately 28 morning peak hour trips (21 inbound seven outbound) 28 midday peak hour
trips (14 inbound 14 outbound) and 45 afternoon peak hour trips (17 inbound 28 outbound)

[1] Project trip generation for A M peak was developed based on the site observation from 7 30 a m to 9 30 a m on June 2 2004 and required project condition with
staggered school start time for 47 staff at 8 00 a m 72 students at 8 15 a m and 48 students at 8 45 a m Project trip generation for midday peak hour was developed
based on the counts obtained from the equivalent one time dismissal at noon on June 11 2004 (which represents the worst scenario under future conditions) Project trip
generation for P M peak hour was obtained based on ITE 7th Edition (Land use code 536 Private School (K 12))
[2] A M and P M peak hour trip generation for existing land use was obtained from site observation from 7 a m to 9 a m and from 2 p m to 6 p m on July 26 2004The proposed Park Century School conversion project would generate 365 net daily trips which
includes approximately 162 morning peak hour trips (80 inbound 82 outbound) and 152 midday
peak hour trips (70 inbound 82 outbound) The proposed conversion project would also improve
the afternoon peak hour traffic conditions at the study intersections as the school would produce
eight inbound trips and 17 outbound trips fewer than the existing office use
Project Traffic Distnbution/Assiqnment
The distribution of net trips generated by the proposed Park Century School project was first
developed based on the zip code list of the current student and staff provided by the school The
previously developed school traffic pattern was then adjusted with the consideration of potential
new enrollments given the geographical distnbution of employment business and shopping
opportunities in which the parents might participate after dropping off/picking up their students at
school and the location of the project in relation to the surrounding street system The overall
distribution pattern used for this project was
• 25% to/from the north
• 25% to/from the east
• 20% to/from the south
• 30% to/from the west
Figures 6 and 7 illustrate the proposed project tnp inbound and outbound distribution
respectively The net trips generated by the proposed project were assigned to the street system
and Figure 8 illustrates the traffic generated by the proposed project during the morning and
afternoon peak hour at the seven analyzed intersections
CUMULATIVE BASE TRAFFIC CONDITIONS (Future without Project)
The year 2008 cumulative base peak hour traffic volumes illustrated in Figure 5 were analyzed
to determine the V/C ratio and LOS at the seven analyzed intersections for without-project
conditions The results are summarized in Table 8 Based on the criteria established by the

service would not affect the determination of whether this intersection is significantly impacted As the incremental change in the V/C ratios due to the project
traffic is 0 005 or less so the intersecion would not be impacted even if the projected level of service were E or F
Intersections are controlled by ATSAC system A credit of 0 07 in v/c ratio was included In the above analysis
Overflow condition indicating oversaturated conditions for long penods Average vehicle delay cannot be calculatedCities of Los Angeles and Culver City two of the seven intersections are projected to operate at
acceptable level of service (LOS D or better) under future conditions before the addition of the
proposed project traffic
CUMULATIVE PLUS PROJECT TRAFFIC PROJECTIONS
The proposed project traffic volumes were then added to the cumulative base traffic projections
to develop the cumulative plus project traffic forecasts The resultant cumulative plus project
morning and afternoon peak hour traffic volumes are illustrated on Figure 9 Based on the
criteria established by the City of Los Angeles and Culver City two of the seven intersections
are projected to operate at acceptable level of service (LOS D or better) under future conditions
after the addition of the proposed project traffic
