RECOMMENDATION
Staff recommends the City Council approve the final specifications and authorize the publication of a notice inviting bids for Sidewalk Uplift Repair and Replacement Project, PS-011 (CDBG Project No. 602626-23).
BACKGROUND/DISCUSSION
On November 14, 2022, the City Council approved Community Development Block Grant (CDBG) fund allocation for Fiscal Year 2023/2024 which includes the repair and replacement of existing uplifted sidewalk to ADA compliant sidewalk at various locations. The CDBG project number associated with this fund allocation is 602626-23.
The bid documents that include both the construction plans and specifications have been designed by engineering staff. Also, the Los Angeles County Development Authority (LACDA) has reviewed the bid documents and deemed them acceptable in meeting CDBG funding program requirements.
The project scope includes replacing uplifted sidewalk at the following locations and surrounding neighborhoods:
• 5000 & 5100 blocks of Fairbanks Way
• 5300 block of Kinston Avenue
• 4300 block of Vinton Avenue
• 6000 Canterbury Drive
Since the sidewalk uplift is mainly attributed to parkway tree root intrusion, the City Arborist shall be consulted for any existing parkway tree well expansion, parkway tree removal, and parkway tree root trimming. Impacted curb, gutter, and driveway approach reconstruction is also part of the scope.
FISCAL ANALYSIS
Sufficient funding for the project is included in the Adopted Budget for Fiscal Year 2023-2024. The total estimated project cost is $162,000. The proposed project will be funded with $108,611 of CDBG Funds in CIP PS011 (CDBG Sidewalk Barrier Removal & Repair Project). There is an additional $80,000 in CIP PZ428 (Curb, Gutter, Sidewalk Replacement) available for the project.
