RECOMMENDATION:
Staff recommends the City Council adopt a Resolution authorizing the City Manager
or his/her designee, as agent of the City to execute, submit, and amend all
documents, which may be necessary for the completion of the award of the Federal
and State grant programs (“Grants”) and rescinding Resolution No. 2000-R017.
BACKGROUND:
Resolution No. 2000-R017 authorizes and directs the Chief Administrative Officer
(CAO) as agent of the City to execute the Administering Agency-State Master
Agreement No. 000240, Program Supplement Agreement No. 0191 Rev. 000 and
any amendments, and future program supplements for state-only funds available to
the City of Culver City. Said resolution was approved and adopted by the City
Council on February 28, 2000.
DISCUSSION:
Following the approval of Measure V by voters in the spring of 2006, the form of the
City’s administration changed from the Council-Chief Administrative Officer form to
the Council-City Manager form of government. The designee (CAO) as approved by
Resolution No. 2000-R017 is no longer in existence as of July 1, 2006.
The proposed Resolution would rescind Resolution No. 2000-R17 and include a
provision that all authority previously given to the CAO is now vested in the City

Manager so as to not void the validity of all previously signed grant documents. In
addition, the proposed resolution gives authority to the City Manager to sign and
submit future documentation necessary for receipt of Federal and State
transportation grants funds.
FISCAL ANALYSIS:
The Resolution is required to ensure the City can continue to receive Federal and
State transportation grant funds. The adoption of such resolution authority has no
fiscal impact.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CULVER CITY,
CALIFORNIA, AUTHORIZING AND DIRECTING THE CITY MANAGER TO EXECUTE
ALL DOCUMENTS NECESSARY FOR RECEIPT OF GRANTS TO ACCEPT THE
TERMS AND CONDITIONS OF GRANT AGREEMENTS WITH THE CALIFORNIA
STATE DEPARTMENT OF TRANSPORTATION (CALTRANS) TO RECEIVE GRANT
FUNDING FOR STREET WORK, TRAFFIC SIGNAL PREEMPTION DEVICE(S),
TRAFFIC SIGNAL RELATED PROJECTS AND OTHER PUBLIC WORKS PROJECTS
AND; RESCINDING RESOLUTION NO. 2000-R017.
WHEREAS, the Federal government provides funding to the Culver City through
the Federal Program SAFTEA-LU legislation and other grant programs (the Grants");
WHEREAS, to comply with California State Department of Transportation
(Caltrans) requirements and to make the grant process more efficient the City Council
must designate the City Manager as a representative of the City to execute all
documents needed for the Grants.
NOW, THEREFORE, the City Council of the City of Culver City, DOES HEREBY
RESOLVE as follows:
1. Resolution No . 2000-R017 is hereby rescinded ; and all authority and
direction given to the Chief Administrative Officer or designee as set forth in that
resolution is hereby deemed to be granted to and vest in the City Manager or his/her
designee.
2. The City Council authorizes and directs the City Manager or his/her designee, as
agent of the City to execute, submit, and amend all documents , which may be necessary
for the completion of the award of Grants

WHEREAS, the City of Culver City is eligible to receive funding from the
State Transportation Improvement Program; and
WHEREAS, the City has applied and received approval for the State funding
of Jefferson Boulevard Reconstruction Project between Pearson Street to the
eastern city limit; and
WHEREAS, the City desires to delegate authorization to execute the signing
of the Administering Agency-State Master Agreement No. 000240, Program
Supplement Agreement No. 0191 Rev. 000, any amendments, and any future
program supplements for state-only funds available to the City of Culver City
thereto, to the Chief Administrative Officer.
NOW, THEREFORE, the City Council of the City of Culver City, California,
DOES HEREBY RESOLVE, as follows:
