Department Approval:Dan Hernandez (03/25/14) City Attorney Approval: N/A Chief Financial Officer Approval: N/A City Manager Approval: N/A RECOMMENDATION: Staff recommends that the Parks, Recreation and Community Services (PRCS) Commissioncontinue the consideration of (1) formation of the Community Conversations – Topic #6 Ad Hoc Subcommittee; and, (2) appointment of two Commissioners to the newly-formed Ad Hoc Subcommittee. BACKGROUND: In 2011, the PRCS Commission began hosting “Community Conversations” which are presentations on topicsof major relevance to the community that often include a panel discussion. Being fully cognizant of ongoing budgetary constraints, the Commission designed the Community Conversations series as one that has minimal fiscal impact on the City. In general, the procedure for hosting the presentations has been as follows: • Presentations are agendized at regular PRCS Commission meetings. Special meetings are not called solely for the purpose of hosting presentations; however, regular meeting dates may be adjusted to accommodate presentations if the Commission so desires. • Commissioners identify, contact and make arrangements with the presenter. • Commissioners create a flyer for the presentation and email it to PRCS Department staff. • PRCS staff uses the flyer in two to three email blasts to publicize the presentation. City of Culver City, California Agenda Item Report • PRCS staff makes copies of the flyer and posts it at various Culver City parks and facilities. • The Senior and Social Services Manager routes the flyers to other Human Services providers. These presentations have generated much community interest and have been very successful.Below is a summary of the Commission’s Community Conversations to- date along with the names of the Commissioners who served on the Community Conversations Ad Hoc Subcommittee for each presentation. County Dept. of Mental Health and the Edelman Westside Mental Health Center Greene Stuart * Community Conversations – Topic #2 was held at the Culver City Senior Center; all others have been held in the Mike Balkman Council Chambers at City Hall. As an “ad hoc” subcommittee, the Community Conversations Ad Hoc Subcommittee serves only a limited or single purpose, it is not perpetual and it is dissolved when its specific task is completed. With this in mind, the Commission dissolved the Community Conversations – Topic #5 Ad Hoc Subcommittee at the January 7, 2014 City of Culver City, California Agenda Item Report meeting. The formation of the Community Conversations – Topic #6 Ad Hoc Subcommittee and the related Commissioner appointmentswerecontinued to the February 4 and March 4, 2014 PRCS Commission meetings. Once the Commissioners became aware that a new Member would be appointed, the Item was continued to this evening’s meeting. DISCUSSION: The formation of the new Ad Hoc Subcommittee was continued to this evening’s meeting in order to give the Commissioners more time to think about potential topics for Community Conversations – Topic #6 and to consider whether or not they would be willing to serve on the Ad Hoc Subcommittee if and when it is formed. This Agenda Item has been prepared in order to give the Commission another opportunity to form the Community Conversations – Topic #6 Ad Hoc Subcommittee and appoint two Commissioners to the newly-formed Ad Hoc Subcommittee, should the Commission desire to do so. FISCAL IMPACT: There is no fiscal impact associated with the discussion of this Agenda Item. MOTION: That the Parks, Recreation and Community Services Commission: 1. Form the Community Conversations – Topic #6 Ad Hoc Subcommittee; and, 2. Appoint Commissioner ____________________ and Commissioner ____________________ to the Community Conversations – Topic #6 Ad Hoc Subcommittee.
