RECOMMENDATION
Staff recommends the City Council (1) authorize a task order with RTI Consulting, Inc. (RTI) in an amount not-to-exceed $135,694 for engineering design and construction management services for the replacement of the Teen Center’s roof and heating, ventilation, and air conditioning (HVAC) system, pursuant to the City’s on-call agreement with RTI, CIP No. PF-028 Parks Building Renovations; and (2) authorize the Public Works Director/City Engineer to approve amendments to the task order in an amount not-to-exceed $30,000 to cover contingency costs.
BACKGROUND
On July 10, 2023, staff presented City Council the results of the request for qualifications process conducted for on-call traffic engineering, civil engineering, construction management, inspection services, facility maintenance, geotechnical, and hazardous material testing. In response, the City Council approved five-year on-call professional services agreements with 26 individual firms, including RTI.
In accordance with Council Resolution 2018-R024 and the on-call process detailed in the July 10, 2023 staff report, all expenditures with a particular on-call consultant in excess of $50,000 in a fiscal year must be approved by the City Council. The proposed expenditures with RTI exceed this threshold and therefore must be approved by the City Council.
DISCUSSION
According to a facility condition assessment performed by Faithful + Gould in 2019, the Teen Center roof and HVAC systems are beyond their useful life and require replacement. As part of the City’s goal to reduce the emission of greenhouse gases, the new HVAC system will use all-electric heat pumps to heat the interior air instead of using natural gas.
On January 28, 2026, staff released a scope of work to the City’s on-call engineering firms to obtain competing prices to prepare plans and specifications, to estimate construction costs, and to oversee construction of the roof and HVAC replacements.
Staff received the following two responses:
RTI Consulting, Inc.: $135,694
Walker Consulting: $142,500
RTI has performed similar work for their other clients, and staff has had prior, favorable experience working with them on other projects. Staff recommends selecting RTI as the lowest price proposer.
Since the HVAC and roof work is performed by two different industries, the plans and specifications prepared by RTI will be attached to separate bid notices.
FISCAL ANALYSIS
The Adopted Budget for Fiscal Year 2025-2026 includes sufficient funds in the amount of $165,694 ($135,694 proposal + $30,000 contingency) for Task Order in CIP No. PF-028 (Parks Building Renovations) in combination with CIP No. PZ-132 (Building Repairs) which can be found on page 592 of the Budget Book. A total of $950,000 has been allocated to this project, including design and construction.
