RECOMMENDATION
Staff recommends the City Council (1) approve a professional services agreement with SoCal Stormwater Runoff Solution Services Inc., for stormwater consulting services at the Culver City Transfer Station facility in an amount not-to-exceed $14,500.00 annually for three years, totaling $43,500 beginning FY 17/18 - FY 19/20; and, (2) authorize the Public Works Director/City Engineer to approve optional annual renewals for both
FY 20/21 and 21/22 totaling $ 29,000.00 pending budget approval.
BACKGROUND/DISCUSSION
A site-specific Storm Water Pollution Prevention Plan (SWPPP) has been prepared for the City’s Transfer Station, a 1.49-acre facility, located at 9255 West Jefferson Boulevard, Culver City, California. The property is owned and operated by the City, collects and transfers Municipal Solid Waste (MSW), recyclables, organic waste, electronic waste (e-waste), and scrap metal. In addition, the facility provides metal bin storage and repair activities. The SWPPP is prepared in accordance with the requirements of the California State Water Resources Control Board (SWRCB) Order No. 2014-0057-DWQ and National Pollutant Discharge Elimination System (NPDES) General Permit No. CAS000001 for Storm Water Discharges Associated with Industrial Activities, adopted on April 1, 2014.
It is the intent of the City to contract with a firm to provide the Project requirements that shall include, but not be limited to:
• One (1) time facility site visit to assess the situation, obtain preliminary information to evaluate and recognize storm water concerns.
• Prepare Industrial Generator Permit ( IGP) Level 2 Numeric Action Levels (NAL) Exceedance Response Actions ( ERA) Letter by the Qualified Industrial Storm Water Practitioner ( QISP)
• IGP Storm Water Pollution Prevention Plan (SWPPP) Level 2 Compliance to include Preparation/Revision of the Industrial SWPPP to Adopt to the New IGP by the QISP.
• Conduct monthly storm water QISP inspection, prepare monthly reports including training the facility crew, monitoring and sampling rain events.
• Prepare annual Storm Water Training by QISP to all facility staff.
• Conduct Qualified Storm Event (QSE) inspections, perform the sampling analysis: 4 samples within one reporting year. (Lab expenses are excluded from this proposal and will be paid for by the City). Sampling and analysis to include:

• Annual Comprehensive Facility Compliance Evaluation (Annual Evaluation) due each reporting year per IGD Order 2014 - 0057-DWQ section XV.
• Prepare Annual Report and Assessment due on July 15 of each year.
• Prepare SWPPP updates due December 31 of each year.
An RFP was released on September 21, 2017 and six (6) proposals were received on October 19, 2017.

Staff thoroughly reviewed the proposals received and has determined that SoCal Stormwater Runoff Solution Services Inc., submitted the most responsive and complete proposal. SoCal Stormwater Runoff Solution Services Inc., is currently under contract with the City and is performing the services as specified in the proposal. They are familiar with the daily operations at the transfer station and also with the existing construction to improve stormwater diversion requirements at the transfer station.
FISCAL ANALYSIS
Funding for these required services this fiscal year is available in account # 202.60400.619800. Future funding is dependent on annual budget adoption.

1) Approve a professional services agreement with SoCal Stormwater Runoff Solution Services Inc., for stormwater consulting services at the Culver City Transfer Station facility in an amount not-to-exceed $14,500.00 annually for three years totaling $ 43,500 beginning FY 17/18 - FY 19/20;
2) Authorize the Public Works Director/City Engineer to approve optional annual renewals for both FY 2/21 and 20/22 totaling $ 29,000.00 pending budget approval;
3) Authorize the City Attorney to review/prepare the necessary documents; and,
4) Authorize the City Manager to execute such documents on behalf of the City
