RECOMMENDATION
Staff recommends the City Council authorize the Transportation Department to release a Request for Proposals (RFP) for the removal and disposal of existing bus stop furniture and the procurement and installation of new bus stop furniture at select locations in the City.
BACKGROUND
The existing bus stop furniture in the City has been in place for approximately 18 years, and the majority of it is in need of replacement. In the last several years, staff has actively pursued and the City was awarded several Federal Transit Administration (FTA) grants to procure and install new bus stop furniture at select locations in the City.
DISCUSSION
The proposed project will remove and dispose of the existing bus stop furniture and procure and install the new bus stop furniture at approximately 40-60 locations (depending on the costs of the furniture) along major transit arterials such as Washington Boulevard and Sepulveda Boulevard. The bus stop furniture will include a shelter, bench, and trash receptacle, depending on site constraints of the individual bus stops. Due to factors such as costs, time constraint to expend the grant funds, and the need to have standardized bus stop furniture to allow for maintenance cost saving and efficiency, the proposed project will procure and install “off-the-shelf” bus stop furniture instead of going through a custom design and manufacturing process. The proposed project is the first phase of the bus stop furniture replacement effort, and staff will continue to seek additional grant funds to replace the remainder of the existing bus stop furniture in the future.
FISCAL ANALYSIS
Funding in the amount of $1,018,813 has been identified for this project. FTA 5307 capital grant funding has been approved for this project in the amount of $649,450. Local match funds are identified from Metro Prop 1B Bridge funding in the amount of $162,363. In addition, Metro is providing $207,000 in funding to replace the furniture at the Rapid 6 bus stops on Sepulveda Boulevard.
