RECOMMENDATION
Staff recommends the City Council authorize a Task Order for traffic engineering services for the Signal Synchronization Project in an amount not-to-exceed $151,601 pursuant to the terms of the City’s On-Call Professional Services Agreement with Michael Baker International.
BACKGROUND/DISCUSSION
On July 10, 2023, staff presented Council with the results of the request for qualifications process conducted for on-call traffic engineering, on-call civil engineering, construction management and inspections, and geotechnical and material testing (Attachment 1). The City Council approved on-call professional services agreements (PSA) with 26 individual firms, including Michael Baker International.
In accordance with Council Resolution 2018-R024 and the on-call process detailed in the July 10, 2023, staff report, all expenditures with a particular on-call consultant in excess of $50,000 in a fiscal year must be approved by the City Council. The proposed expenditures with Michael Baker International exceed this threshold and therefore must be approved by the City Council.
This Task Order will support the Public Works Department, Mobility & Traffic Engineering Division’s Signal Synchronization Project, which will evaluate signal timing on the corridors below and implement adjustments as necessary to ensure that the City’s traffic signals are properly synchronized to manage congestion, reduce greenhouse gas emissions, and discourage cut-through traffic through residential neighborhoods.
Corridors to be evaluated:
• Sepulveda Boulevard from the I-405 North onramp to Lucerne Avenue
• Overland Avenue from Washington Boulevard to Franklin Avenue/Farragut Drive
• Washington Boulevard from Elenda Street to Duquesne Avenue/Hughes Avenue
• Culver Boulevard from Duquesne Avenue to Canfield Avenue/Washington Boulevard
• Washington Boulevard from Ince Boulevard to McManus Avenue/La Cienega Avenue
In accordance with the on-call process detailed in the July 10, 2023, staff report, staff solicited proposals from Kimley-Horn and Associates, Michael Baker International, and Willdan from the approved on-call traffic engineering list to assist with data collection, traffic modeling, and implementation of this project. After reviewing the proposals received, staff recommends selecting Michael Baker International for this project given their experience working on similar projects and the comprehensive project approach detailed in their proposal.
FISCAL ANALYSIS
Sufficient funding for the agreement was included in the Adopted Budget for Fiscal Year 2023-2024 in Capital Improvement Project PL008 (Network Wide Signal System Synchronization).
