RECOMMENDATION
Staff recommends that City Council approve a construction agreement with ToddCo Landscape Co. Inc., as the lowest responsive and responsible bidder, in an amount not to exceed $85,277.50 for demolition work at Culver City Park Fields 1-3.
BACKGROUND/DISCUSSION
The Parks, Recreation, and Community Services Department is undertaking a renovation project at Culver City Park Fields 1-3 to restore and improve the playing fields and support the continued use of the facilities for organized sports, recreation, and community programming. As part of the overall renovation effort, demolition work is required to remove existing site materials in preparation for subsequent field improvements.
In early July, staff solicited bids from five (5) contractors for the demolition work associated with Culver City Park Fields 1-3. For purposes of the bid process, the project cost was estimated to be within the City Manager’s purchasing authority and informally bid, pursuant to Culver City Municipal Code Section 3.07.070. Two (2) contractors submitted responsive bids for the requested scope of work, while the remaining three contractors did not submit bids:
1. ToddCo Landscape Co. Inc. - $77,000
2. Suncore Engineering and Construction - $341,600
Although ToddCo's bid was substantially lower than the other responsive bid, staff reviewed the proposal for completeness and confirmed that the proposed pricing addresses the required scope of work. Staff has previously contracted with ToddCo Landscape Co. Inc. to perform work at Culver City Park and has found the contractor capable of performing the required work. Based on this review, staff recommends awarding the agreement to ToddCo Landscape Co. Inc.
ToddCo Landscape Co. Inc. is the lowest responsive bidder, with a base bid of $77,000. The proposed cost is substantially lower than the other bid received, which was $341,600. Awarding the agreement to ToddCo Landscape Co. Inc. therefore represents a significant cost savings to the City while allowing the required demolition work to proceed in support of the larger Culver City Park Fields 1-3 renovation project.
The demolition phase is an important initial component of the overall field renovation. Completion of this work will allow the project site to be properly prepared for subsequent improvements and will help maintain the overall schedule for the restoration of Fields 1-3. Timely completion of the demolition work is necessary to minimize impacts to park operations and facilitate the transition to the next phases of construction.
This contractor has been utilized previously during this fiscal year and, when this demolition work is combined with the work already completed, it exceeds the City Manager’s fiscal year authority; therefore, this contract requires City Council approval.
FISCAL ANALYSIS
Funding in the amount of $85,277.50 for the demolition work associated with Culver City Park Fields 1-3 is included in the adopted budget under Account No. 49980000.619800.PFA01 (Projects, Bill Botts Fields - Other Contractual Services).
The recommended contract amount is based on ToddCo Landscape Co. Inc.’s base bid of $77,000 plus the applicable 10.75% tax for a total not to exceed amount of $85,277.50.
