RECOMMENDATION
Staff recommends the City Council (1) adopt a Resolution accepting $3,000 in 2022 Homeland Security Grant Program (HSGP) Urban Area Security Initiative (UASI) funds for overtime and backfill to attend fire ground survival training, and providing Proof of Authority of the governing body as required by the California Office of Emergency Services (Cal OES); and (2) approve a Budget Amendment to record the revenue of $3,000 and appropriation of $3,000 in Fiscal Year 2022/2023 for the UASI Grant Program (requires a four-fifths vote).
BACKGROUND/DISCUSSION
The purpose of the Homeland Security Grant Program UASI funds are to assist high-threat, high-density Urban Area efforts to build, sustain, and deliver the capabilities necessary to prevent, prepare for, protect against, and respond to acts of terrorism. UASI grant funding is secured and managed by the City of Los Angeles, as the grantee, through Cal OES, and then passed through to participating cities in the County of Los Angeles.
The Culver City Fire Department was awarded funding for fire ground survival training as part of the Los Angeles Area Fire Chiefs Association regional application. Staff received the sub recipient agreement from the City of Los Angeles Mayor’s Office in March 2023. The period of performance ends on May 31, 2025.
In order to receive HSGP funds, the City Council must adopt a resolution authorizing the project and providing “Proof of Authority,” i.e., written authorization by the City Council agreeing to the following provisions found in the Cal OES 2022 Grant Assurances:
a) To provide all matching funds required for the grant project and that any cash match will be appropriated as required;
b) Any liability arising out of the performance of this agreement shall be the responsibility of the Applicant and the city council, governing board, or authorizing body;
c) Grant funds shall not be used to supplant expenditures controlled by the city council, governing board, or authorized body, and
d) The official executing this agreement is, in fact, authorized to do so.
This Proof of Authority must be maintained on file and readily available upon request.
FISCAL ANALYSIS
The UASI grant does not require a matching fund. Funding is provided on a reimbursement basis. If City Council approves staff’s recommendation, staff would utilize the Salaries-Project (41445916.411150) and Benefits-Project (41445916.430500) accounts for expenditures. The City Council is asked to approve a Budget Amendment to appropriate the grant funding in account 41445916.341223 - Urban Area Security Initiative 2022. (requires a four-fifths vote.)
