RECOMMENDATION
Staff recommends the City Council: (1) ratify General Fund expenditures with Bound Tree Medical for Emergency Medical Services (EMS) supplies and medications; (2) waive competitive bidding requirements, pursuant to Culver City Municipal Code (CCMC) Section 3.07.075.F.3; and (3) approve a purchase order with Bound Tree Medical in an amount not-to-exceed $25,000 for additional EMS supplies for the remainder of Fiscal Year 2025-2026.
BACKGROUND/DISCUSSION
The Fire Department has maintained an annual blanket purchase order with Life Assist in the amount of $100,000 for the purchase of prehospital EMS supplies and medications. In November 2025, staff identified an opportunity to improve operational efficiency and reduce costs by transitioning to Bound Tree Medical. This transition was based on a comparative pricing analysis, which demonstrated that Bound Tree Medical provides lower pricing across the majority of high-use EMS supplies and medications. In addition to cost savings, the City entered into a spending agreement with Bound Tree Medical that includes the provision of four EMS inventory locker systems at no additional cost.
These inventory lockers provide automated tracking of EMS supplies, improving accountability and inventory management. The implementation of the locker system is expected to enhance supply chain management, reduce waste, and ensure consistent availability of critical EMS supplies.
The transition to Bound Tree Medical began in December 2025. Remaining funds from the existing Life Assist blanket purchase order were liquidated, and all EMS supply purchasing has since been conducted through Bound Tree Medical. This mid-year transition created a period of overlap within the fiscal year; however, there has been no disruption to EMS operations or supply chain continuity.
As purchases with Bound Tree Medical have now exceeded $50,000 for Fiscal Year 2025-2026, and in accordance with Culver City Municipal Code (CCMC) Section 3.07.010 and Resolution No. 2018-R024, staff is bringing this item forward for City Council ratification of prior expenditures and approval of additional expenditures for the remainder of Fiscal Year 2025-2026.
Pursuant to CCMC Section 3.07.075.F.3, the City Council may waive, by majority vote, formal bid procedures for such purchases when bid procedures would be contrary to the best interests of the City. Staff recommends that the City Council waive formal bid procedures for additional purchases for the remainder of Fiscal Year 2025-2026, as the transition is expected to provide cost savings for EMS supplies and the added operational benefits through the vendor’s integrated inventory management system. Additionally, staff will add Bound Tree Medical to the City Council approved Blanket Purchase Order list for future fiscal years to authorize ongoing annual purchases.
FISCAL ANALYSIS
There is no additional fiscal impact associated with this action. Sufficient funds are included in the Adopted Budget for Fiscal Year 2025-2026 within the Fire Department accounts 10145300.514100 (Departmental Special Supplies) and 10145300.614100 (Medical Services). The inventory locker systems and associated tracking software are included as part of the vendor spending agreement at no additional cost to the City.
