RECOMMENDATION:
Staff recommends the City Council award a contract to Matt Gardner Construction
Company Inc. for the Sherbourne Drive Streetlight Replacement Project, P-868
(CDBG #600903-06).
BACKGROUND:
This year’s Capital Improvement Budget includes the Sherbourne Drive Streetlight
Improvement Project, P-868 (CDBG #600903-06) between Washington Boulevard to
its southerly terminus.
The existing streetlight system on Sherbourne Drive is aging and requires
replacement and upgrade for several reasons:
• It is on series circuit and is over 30 years old;
• It has lead wiring which tends to corrode; and
• It runs on high voltage.
The new system will address these issues. The scope of work consists of the
replacement of seven (7) streetlights and the removal and replacement of the

existing luminaire on one streetlight located at the cul de sac and its associated
conduit and wiring.
DISCUSSION:
The Project was advertised for construction bids and on February 5, 2009 the
Deputy City Clerk publicly opened bids. Fifteen (15) contractors responded with the
following bid amounts:

Staff reviewed the lowest bid proposal (Matt Gardner Construction Company) and
found the bid documents complete. The bonding information, contractor eligibility,
and Workers’ Compensation Insurance were reviewed and determined to meet City
requirements.
Matt Gardner Construction Company had successfully completed the Jackson/ La
Salle Avenues Streetlight Improvement Project, which was accepted by City Council
on May 13, 2002. In addition, Matt Gardner Construction Company has completed
several similar projects for other municipal agencies in the past year.
Representatives from the cities of Ontario and Rancho Cucamonga indicated that
Matt Gardner Construction Company performed in a professional manner, was very
responsive and recommended them for future projects.

The construction management and construction inspection will be performed by
Engineering Division staff.
The project is tentatively scheduled for construction in late April to be completed by
the end of June.

An additional $11,332 would be required to sufficiently fund the construction of the
project. Staff proposes an administrative budget transfer of $11,332 from the
Streetlight Upgrade Project, P-684 (42000684) to the project budget to adequately
fund the construction of the Sherbourne Drive Streetlight Replacement Project, P-
868 (CDBG #600903-06).

That the City Council:
1) Award a contract to Matt Gardner Construction Company for the Sherbourne
Drive Streetlight Replacement Project, P-868 (CDBG #600903-06), based on its
bid amount of $ 70,749; and,
2) Authorize the Public Works Director/City Engineer to approve change orders, if
necessary, in an amount not-to-exceed ten percent of the bid amount ($7,075);
and,
3) Authorize the City Attorney to prepare the review/prepare the necessary
documents and authorize the City Manager to execute such documents on behalf
of the City.
