RECOMMENDATION:
Staff recommends the City Council receive presentations regarding a Ballot Measure
Feasibility Study and on the City Manager’s Proposed Budget for Fiscal Year
2012/2013 from the City Council, City Manager’s Office, City Clerk’s Office, City
Attorney’s Office, Information Technology Department, Human Resources
Department, Finance Department, Transportation Department and Parks,
Recreation and Community Services Department (scheduled for consideration on
June 4, 2012); and the Fire Department, Police Department, Community
Development Department [including the Parking authority, Housing Authority, and
Successor Agency], and Public Works Department [including Capital Improvement
Projects] (scheduled to be considered on June 5, 2012).
Staff shall request the City Council adjourn this meeting to 6:30 PM on June 5, 2012
for the purposes of considering the presentations of the Fire Department, Police
Department, Community Development Department (including the Parking Authority,
Housing Authority, and Successor Agency), and Public Works Department (including
Capital Improvement Projects).

DISCUSSION:
On May 22 – May 24, 2012, a telephone survey was conducted to obtain a
representative sample of the community’s view of Ballot Measure under consideration.
This evening, the City Manager/Executive Director and a representative of the public
opinion, research and strategy firm of Fairbank, Maslin, Maullin, Metz, and Associates
will present the results of this survey to the City Council and the community.
The City Manager/Executive Director transmitted his Proposed Budget for Fiscal
Year 2012/2013 to the City Council, Housing Authority Board, Parking Authority
Board, and Successor Agency on Monday, May 7, 2012. Tonight, the City
Manager/Executive Director, as supported by the Department Heads, will give a
presentation to the City Council related to the Proposed Budget for the Departments
and Offices noted above.
MOTION:
That the City Council, Housing Authority Board, Parking Authority Board, and
Successor Agency:
1. Receive a presentation regarding the Ballot Measure Feasibility Survey and
direct the City Manager as deemed appropriate; and,
2. Receive a presentation from the City Manager/Executive Director, Assistant
City Manager/City Clerk, City Attorney, Chief Information Officer, Director of
Human Resources, Chief Financial Officer, Transportation Director and
Parks, Recreation and Community Services Director related to the City
Manager’s Proposed Budget for Fiscal Year 2012/2013 and direct the City
Manager as deemed appropriate; and;
3. Upon conclusion of the remainder of business on the Agenda this evening,
adjourn the meetings to 6:30 PM to consider presentations of the Fire
Department, Police Department, Community Development Department
(including the Parking Authority, Housing Authority, and Successor Agency),
and Public Works Department (including Capital Improvement Projects).
