RECOMMENDATION
Staff recommends that City Council approve a general services agreement with United Site Services in an amount not to exceed $89,572.75 for three years, with two optional one-year extensions, to provide portable restrooms, handwashing stations, three-compartment sinks, and fencing services for Fiesta La Ballona.
BACKGROUND/DISCUSSION
On January 8, 2026, the Parks, Recreation, and Community Services released RFP #2648 to provide restroom and fencing services for Fiesta La Ballona. The contractor shall provide all portable restrooms, handwashing stations, three-compartment sinks, and fencing services for the event. The contractor shall finish installation by Wednesday prior to the event and shall complete tear down and pick-up no later than 10:00 PM on the Monday following the event. The contractor shall also pay the City for any broken irrigation lines or damage caused by the installation and/or removal of the contractor’s equipment.
This year will mark the 75th Anniversary of Fiesta La Ballona and is scheduled to take place across three days, August 21, 2026 - August 24, 2026. The three-year total amount includes a contingency to allow for additional services during this year’s 75th Celebration, if needed.
Four companies submitted responses to the Request for Proposal:
1) Diamond Site Services $16,737.25 / per year
2) Global Sanitation $16,508.83 / per year
3) Portable Pro $21,515.00 / per year
4) United Site Services $24,881.32 / per year
Staff carefully reviewed all the proposals received. Based on its review, staff recommends that United Site Services be awarded the contract based on their responsive proposal and extensive experience. United Site Services came in at a higher cost but were also the only complete submission based on the RFP guidelines. United Site Services is a nationally recognized provider of temporary site services supporting construction, industrial, commercial, municipal, and event customers across the United States. With over 25 years of industry experience and 120+ locations nationwide, United Site Services has established itself as one of the largest providers of portable sanitation and related site services in North America. They have contracts with the Los Angeles Police Department, the Grand Prix Association, and the Tournament of Roses. Based on United Site Services experience, understanding of the scope, and thorough proposal, staff believes that their proposal was most accurate and responsive to the City’s needs.
Staff recommends that the City Council approve the general services agreement with United Site Services to provide portable restrooms, handwashing stations, three-compartment sinks, and fencing for Fiesta La Ballona for an annual base amount of $24,881.32 with a 20% contingency for a not-to-exceed amount of $89,572.75 for three years with two optional one-year extensions not-to-exceed $29,857.58 per year for a total not-to-exceed of $149,288.
FISCAL ANALYSIS
The funding for restroom and fencing services related to Fiesta La Ballona is budgeted for in Account No. 10130285.619800 (Fiesta La Ballona - Other Contractual Services). If Council approves the proposed agreement, staff will include funding for these services in the amount of $29,857.58 ($24,881.32 plus 20% contingency) in the base budget for Fiscal Year 2026-2027 and subsequent fiscal years.

MOTION
That the City Council:
1. Approve a General services agreement with United Site Services in an amount not to exceed $89,572.75 for three years, with two optional one-year extensions, to provide restrooms, handwashing stations, three-compartment sinks, and fencing services for Fiesta La Ballona;
2. Authorize the City Attorney to review/prepare the necessary documents; and
3. Authorize the City Manager to execute such documents on behalf of the City.
