RECOMMENDATION:
Staff recommends that the Culver City Redevelopment Agency Board (Agency
Board) approve plans and specifications, and authorize the advertisement of bids for
the Sepulveda Boulevard MTA Grant Project (Project).
BACKGROUND:
On August 23, 2010, the Agency Board approved conceptual design plans for the
Project. During the same meeting, the City Council approved an amendment to the
Street Tree Master Plan to plant London Plane and White Orchid trees along
Sepulveda Boulevard between the Culver Boulevard intersection and the city limit
line south of Franklin Avenue (Attachment No. 1).
DISCUSSION:
The design of the Project is consistent with the grant application scope of work,
which proposed to improve pedestrian conditions along the specified section of
Sepulveda Boulevard. Further, the design is efficient, low maintenance, and
respectful of business store frontage and signage. If implemented, the design will
lead to a better organized public space that will benefit business and property
owners as well as neighboring residents, business patrons, and bus riders.

The bid documents include a series of bid alternates that complement the core
improvements and have little or no impact on maintenance operations.
Pursuant to the MTA Grant scope of work, the Project will include the following
pedestrian improvements|1010|:
• Replace street trees and install new trees spaced at 26’ – 30’ intervals, with the
London Plane as the primary tree species along the boulevard and White Orchid
accent trees at crosswalk intersections.
• Install walkable permeable paving along tree wells.
• Install pedestrian benches at the edge of selected tree wells, placed
perpendicular to the street beneath the shade canopy of the trees.
• Install trash receptacles along the boulevard per Sanitation Division guidelines.
• Enhance crosswalks with decorative paving or stamped asphalt.
• Replace existing roadway lights with energy efficient induction lights that will
orient light towards the sidewalk for pedestrians.
• Plant Mexican feather grass (low maintenance and drought tolerant) in the
parkway between trees and along crosswalk intersections.
• Replace sidewalks as necessary.
The bid documents include all plans, specifications, general conditions, Notice
Inviting Bidders, Instruction to Bidders, and surveys, which bidders will utilize to
formulate their bids. The bid documents will also include any addenda issued during
the bid period.
The Project will be advertised on the City’s website, in the Culver City News,
construction trade publications, and directly to contractors with streetscape
construction experience as recommended by the Public Works Department.

FISCAL ANALYSIS:
The MTA Grant will fund $291,000 of improvements (42300797). The Agency Board
has allocated sufficient matching construction funds in the Agency Board Approved
Budget for FY 2010/2011(57392910 and 55092910). The Public Works Department
will incorporate maintenance of the proposed improvements in future work

MOTION:
That the Agency Board:
Approve the plans and specifications and authorize the advertisement of bids for
the Sepulveda Boulevard MTA Grant Project.
Notes:
|1010| The engineering plans will also include a series of complementary bicycle improvements (consisting
of a bikeway “sharrow”, related infrastructure and bicycle parking) for the Agency Board and City
Council’s future consideration. These improvements were identified in the needs assessment of the
City’s Bicycle and Pedestrian Master Plan and comply with the State of California’s Complete Streets
Act (AB 1358). Staff believes that bikeway improvements along this stretch of Sepulveda Blvd. are
crucial to maintaining an integrated bicycle network as the project area connects the Culver
Boulevard Bicycle Path to the Ballona Creek Bicycle Path. The additional improvements will not be
included in this bid, but the engineered design will remain available for future grant applications.
