RECOMMENDATION

 

Staff recommends the City Council (1) adopt a resolution approving the salary schedule for the City Attorney, effective retroactive to December 2, 2024; (2) adopt a resolution approving salary schedules for the Culver City Fire Management Group (FMG) and the Culver City Firefighter’s Association (FFA), effective retroactive to July 1, 2024; (3) adopt a resolution approving the salary schedule for non-benefited employees (NBNE) in accordance with the State of California Minimum Wage Increase effective December 30, 2024; and (4) adopt an resolution approving the salary schedule for City Council Members, effective December 16, 2024. 

 

 

BACKGROUND/DISCUSSION

 

City Attorney Executive Employment Agreement

 

The City Attorney’s Executive Employment Agreement calls for the salary to be adjusted each year in December by an amount equal to the percentage increase in the Consumer Price Index (CPI) for Urban Wage Earners and Clerical Workers for the Los Angeles Metropolitan area for the immediately preceding 12 months or the negotiated Executive Management salary percentage increase, whichever is greater. This was agreed upon to ensure the City Attorney’s salary remained competitive with other similar positions in the labor market.

 

The City Attorney’s Salary Adjustment will increase to reflect the 5% salary increase in accordance with the Executive Compensation Plan, effective December 2, 2024.  The 5% increase is greater than the CPI adjustment on average from November 2023 to November 2024.

 

A proposed Resolution containing an updated Executive Management Salary Schedule reflecting the increase to the City Attorney’s salary schedule, effective retroactive to December 2, 2024, is included with this report as Attachment 1.

 

Fire Safety Salary Schedule

 

The Salary Initiative Ordinance, initially adopted by the Culver City electorate in 1953, and subsequently amended in 1983, requires that the City Council adjust salaries for its sworn police and fire employees by an average increase of base salaries provided by the City and/or County of Los Angeles. On November 5, 2024, the Los Angeles City Council approved an agreement for a new successor Memorandum of Understanding (MOU) for the Association of United Firefighters of Los Angeles City (UFLAC), effective June 30, 2024, that includes a retroactive cost-of-living adjustment (COLA) for fire safety employees.

 

 

 

 

 

 

 

A resolution containing the updated FMG and FFA salary schedules, effective retroactive to July 1, 2024, is included with this report as Attachment 2.

 

California State Minimum Wage

 

In accordance with California State Law, the City will increase the minimum wage rate to $16.50 per hour for all employers, effective January 1, 2025. The following classifications have been impacted by the minimum wage increase and must be adjusted to remain in compliance with the California State Law.

Lifeguard

Lifeguard/Swim Instructor

Recreation Leader I, II, Senior Recreation Leader, and Recreation Specialist

Student Worker I, II, and III

A resolution containing the updated NBNE salary schedule, effective December 30, 2024, to align with the City’s pay periods, reflecting the City classifications impacted by the minimum wage increase is included with this staff report as Attachment 3.

 

City Council Salary Increase

 

On October 14, 2024, in accordance with Government Code Section 36516(a)(4), the City Council adopted Ordinance No. 2024-007 amending Culver City Municipal Code Section 3.01.005 to increase the salary of each City Council Member from $485.10 per month to $1,261.26 per month, based on a 5% increase for each of the last 32 years since the operative date of the last salary adjustment.  Pursuant to Ordinance No. 2024-007, the operative date of the salary increase is December 16, 2024.

 

A resolution containing the updated City Council salary schedule, effective December 16, 2024, is included with this report as Attachment 4.

 

CalPERS Requirement

 

All agencies that are members of CalPERS are required to ensure that pay schedules are publicly adopted and available as prescribed by the California Code of Regulations, Title 2, §570.5 and §571 (b). “Publicly available” is defined as posted at the employer’s office or immediately accessible and available for public review. Placing the adopted pay schedules on the employer’s internet website meets this requirement.

 

 

FISCAL ANALYSIS

 

(1)                     All negotiated salary increases, including the City Attorney, are incorporated in the Adopted Budget for Fiscal Year 2024-2025.

 

(2)                     The fiscal impact for Fiscal Year 2024-2025 of the Salary Initiative Ordinance increase of 1.50%, effective July 1, 2024, equates to approximately $189,500 for the FFA and $29,700 for FMG. The Adopted Budget for Fiscal Year 2024-2025 includes sufficient funding to cover the salary increase.

 

(3)                     The fiscal impact of the State minimum wage increase to $16.50 per hour is 3.13% which will be effective December 30, 2024, and equates to approximately $54,700 for Fiscal Year 2024-2025. The new hourly rates apply to part-time positions, so the amount has been estimated on historic part-time hours. The Adopted Budget for Fiscal Year 2024-2025 includes sufficient funding to cover the increase.

 

(4)                     The budget for council member salaries will increase from $29,106 to $75,675 per fiscal year. The Adopted Budget for Fiscal Year 2024-2025 did not include funding for the salary increase. To pay for the salary increase in Fiscal Year 2024-2025, a budget amendment was approved by City Council at its September 23, 2024, meeting appropriating $27,162 from the General Fund Unassigned Balance. The new salary amount for future fiscal years will be incorporated into future budgets.
