Nachbar (02/09/11) RECOMMENDATION: Staff recommends the City Council: (1) acceptthe work performed by FS Construction; (2) authorize the filing of a Notice of Completion; and, (3) authorize the release of the retention payment for the Veterans’ Memorial ParkADA Accessible Path of Travel, P-924, in the amount of $2,160after the expiration of the 35-day lien period. BACKGROUND: The Veterans’ Memorial Park Playground Project, P-924, has three major components; the funding sources and status of the components of the project are as follows: Description Funding Source(s) Status 1 Playground for Children 5 – 12 KaBOOM! & Prop A Completed Dec. 2009 2 ADA Accessible Path of Travel CDBG Construction Completed 3 Playground for Children 2 – 5 Prop A & Prop 40 Construction Completed On May 26, 2009, the City Council adopted a Resolution allocating funding from the Community Development Block Grant (CDBG) program to be used for the enhancement of the accessibility of the playground, including associated paths of travel, at Veterans’ Memorial Park. On January 25, 2010, the City Council approved the plans and specifications and authorized the advertizing of bids for the Veterans’ Memorial Park ADA Accessible Path of Travel. City of Culver City, California Agenda Item Report On September 13, 2010, the City Council awarded a construction contract to FS Construction in the amount of $20,500 along with a $2,050 change order authority provided to the Parks Division Manager. The scope of work for the project includedthe installation of decomposed granite, an ADA compliant surfacing material, to complete the path of travel across the Park from Barman Avenue on the South to the playground area on the North, and related improvements. DISCUSSION: FS Construction began work on the project on October 1, 2010 and concluded construction on October 28, 2010. Inspections were done by staff. The final administrative review of the project was performed by CDBG staff in February 2011. FISCAL ANALYSIS: This project was fully funded by Community Development Block Grant (CDBG) and required no direct funding from the General Fund. Change orders in the amount of $1,100 were issued for this project, bringing the final FS Construction contract amount to $21,600. Remaining CDBG funds were re- programmed for other CDBG-eligibleCity Council approved capital improvement projects. MOTIONS: That the City Council: 1. Accept the work performed by FS Construction for the Veterans’ Memorial Park Accessible Path of Travel, P-924; and, 2. Authorize the Parks Division Manager to execute the Notice of Completion and submit it to the Los AngelesCounty Recorder’s Office; and, 3. Authorize the City Manager to release $2,160 in retention funds to FS Construction after the expiration of the 35-day lien period.
